CBC -- Legislation that would send locked-out Canada Post employees back to work is expected to be tabled in Parliament Monday afternoon.

A bill to end rotating strikes, which began June 3 and then became a full-time lockout on June 15, would restore postal service across Canada.

Labour Minister Lisa Raitt was expected to introduce the bill in the House of Commons, but it would be up to the NDP to set the debate Monday, because it's allocated to the Opposition's agenda.

If debate began Tuesday, an act could be signed into law as early as Thursday.

The weekend brought no advance toward a settlement, as negotiations remained stalled. Both Canada Post and the Canadian Union of Postal Workers had said they were scheduled to meet, but face-to-face talks failed to take place.

Rallies and demonstrations were planned by the union for Monday in Ottawa, Montreal, Edmonton, Kamloops, B.C., and three centres in New Brunswick.

Denis Lemelin, national president of the 48,000-member union, said he's bracing for an order from Ottawa to get back on the job.

"We expect the government will put forward something," he said. "It's like the real negotiation between Canada Post and the union is finished."

Lemelin said the fact the government has indicated it might step in and "rescue" the post office in the labour dispute suggests Canada Post has been waiting for Ottawa to intervene.

The Crown corporation has said the main sticking point in the dispute is the union's demand for staffing levels beyond the capability of Canada Post, adding that wages were not the key disagreement.

The union has been emphasizing working conditions and safety issues, as well as decrying the corporation's push to have new employees receive substantially inferior wages and pensions. CUPW also says Canada Post turned a profit in each of the last 16 years.

Raitt has said she intends to introduce legislation this week after all urban postal operations were suspended last Wednesday, when Canada Post locked out employees who had been staging rotating strikes since June 3.

"We will fight it, that's clear," said Lemelin, adding that the union has been in talks with the opposition parties, looking for support.

"For us, the back-to-work legislation won't be any good for the future of the post office."
Still time for a deal: Canada Post

Canada Post said it is still eager to work out a negotiated settlement with the union.

"We've said all along we are committed to negotiating," spokesman Jon Hamilton said. "We have come to the table with a sense of urgency that hasn't been met."

The Crown corporation said Sunday that there was still time to reach a deal, even with Ottawa stepping in, if the union would look more closely at the existing deal on the table.

"The union strike activity had us in a death-spiral of uncertainty," Hamilton said. "We took action to try and move things forward, kickstart the process. Unfortunately we're not seeing that in return from the union."

So do I, but there are many elderly people who don't have computers and if they can't get around easily, mailing a cheque is the only real option for them, especially if they don't live near a bank. Also not everyone can afford a computer.

Its nice how you judge. Maybe your letter carriers spouse also has a good paying job? Or maybe they are in a lot of debt just so they can have their nice car. I have postal workers in my family and I can tell you that they struggle just like the rest of us.

It's an observation not a judgement, but of course your need to call it 'judgmental' speaks to a moral superiority unchecked. I have little sympathy for the plight of the poor under-appreciated and undervalued postal worker, as though their work is so much more important than anyone else's. Please!, they are wasting tax payer dollars, and small businesses are going under, they are a bunch of whiny opportunists - THAT"S a jugdement!

These people make more money and have far better benefits than automobile mechanics. There are three qualifications required in order to work for the Government Post Office: You must be able to walk, you must be able to tie your own shoelaces and you must be abler to count to 100 with no mistakes!

Is it any wonder that we pay, on average, 53 percent of our income in taxes?

Not a fan of forcing them to return to work. They should work it out between them, and not have the heavy hand of the govt slapping them around. This is not a democratic process.

Ya, even if it takes months. They can't afford to be out of work any more than anyone else. And if they stay out too long, people will utilize technology to find another way, there by making their jobs obsolete. Its not a money issue for CP, its a labor issue. They want more employees, not more money.

So how long do we screw new hires before everyone is making less, working more, for a pension that couldn't feed the dog in the future? This doesn't just relate to CP, but to our society in general. Just reading some of the posts on here makes me ashamed for the thoughtless responses towards fellow human beings. Everyone making selfish and dumb comments need to suffer some severe financial hardships as unions have probably made you whatever you currently make today whether directly or indirectly. Hope your wife never needs to use maternity benefits, or expect to be paid equally with men for the work she does.

The general public needs to recognize.

Canada Post exists at no cost to the taxpayer, and in fact pays dividends to the Gov't.

yes, this immature attitude accompanied by a high regard for ownership and management and no regard for labor makes one wonder why these people are so jeolous and childish. Unions have done so much good for so many people by making workers share better in the profits and make a liveable wage. There is no more race to the bottom of the pay scale of the early half of the 20th century. Unions are protecting your rights, corporations want you to be distracted so that you work for them at a wage AS LOW AS POSSIBLE.

They've been offered a deal. A good deal which they turned down. Even friends of mine who work for Canada Post think this strike is ridiculous. So sorry if I'm mad that I am going to have hard time making ends meet because I'm losing projects due to the strike. I am self-employed. *I* don't have gold plated benefits and a pension plan to fall back on.

It is astonishing that a majority gov't equals standstill - I'm not a conservative but I would like to see Harper use all the power he has threatened us with for years through his minority gov't posturing! What a wimpy excuse for a leader.

Besides, it's a crap service, and they are overpaid, if they could find easier work for more money elsewhere they would do it - stop complaining and get back to work!

Why does it take our government more than a week to get people back to work after having made the decision? What debate? There is none needed. We want our mail. We have a majority government that has ordered Canada Post and CUPW to get back to busness. Now we must wait another 4 days for our elected politicians to approve it. Not many Canadians are sympathetic with the postal workers and there is not much love lost on Canada Post either. So, just go back to work and deliver our mail.

Um they haven't "made the decision" yet. After the bill is introduced and passed, that's making the decision. They haven't ordered anyone to do anything yet.

Is the service really "poor"? Sure everyone has these little anecdotes on how they didn't get their mail on time one day, or something got lost in the mail a few years ago. But with the huge volume of mail that goes out each day, my guess is the service standards are actually probably fairly high, even compared to the private couriers, who everyone thinks are infallible. Funny thing is, i have more issues with Fedex and UPS than I have ever had with Canada Post. But again, that's just anecdotal but something I thought I would put out there.

I completely agree. I've rarely had an issue with poor service or rude people. I can't say the same thing for UPS.

I must admit, when I go to the post office I always get service with a smile. The clerks are knowledgeable and friendly. The rates are a little high, but acceptable. My problem is with my mail carrier. Remember the carrier in the movie Funny Farm? My carrier is, I think, that guys sister, or daughter. She will not deliver my packages, whether they will fit in the box, or won't. If they need a signature, or not. She knows I am at home every day, but she comes to my house, in a company furnished vehicle, with a slip of paper telling me I need to drive to the post office 5 miles away to get my package that she could have brought, since she was coming anyway. THAT is poor service. And now, she'll have an attitude to boot. Can't wait.

She needs to be fired but can't be... I have never had that experience with our posties here in Kelowna. They have been an awesome bunch.
