THE CANADIAN PRESS -- OTTAWA - Canada is rejecting a Palestinian effort to win recognition at the United Nations as an independent state.

The move is not surprising given that the Harper government has forcefully highlighted its loyalty to Israel and the United States. Both oppose the Palestinian initiative.

The Palestinian Authority, which controls most of the West Bank, launched a campaign last month that will see it pursue a vote on statehood at the United Nations General Assembly in September -- an effort borne out of its frustration over a peace process that is stalled.

The top Palestinian diplomat in Canada says her official delegation will still push hard for the support of Ottawa.

"On the conflict, we would like to see the Canadian government taking a neutral stand, supporting the creation of the state of Palestine, supporting the recognition of Palestine as a full member state in the UN in September," Linda Sobeh Ali, head of the Palestinian delegation, told The Canadian Press.

Sobeh Ali also said her delegation is pushing Canada to recognize Israel's pre-1967 borders -- something Prime Minister Stephen Harper forcefully opposed, and managed to block from being part of the final communique of G8 leaders at their recent May summit in France.

"Our government's long-standing position has not changed. The only solution to this conflict is one negotiated between and agreed to by the two parties," said Chris Day, the spokesman for Foreign Affairs Minister John Baird.

"One of the states must be a Jewish state and recognized as such, while the Palestinian state is to be a non-militarized one."

The Palestinians are trying to win the requisite two-thirds support in the assembly -- 128 votes among the 192 member countries -- before the matter is considered by the Security Council. They have reportedly won the support of more than 100 countries.

Harper's stand at the G8 pitted him against U.S. President Barack Obama, who only a week earlier said in a major speech that the pre-1967 border should be a starting point for the resumption of stalled peace talks between the Israelis and Palestinians.

But Washington last week reiterated its opposition to the Palestinian push for UN recognition of its statehood.

A State Department spokeswoman said the Palestinian move would not be helpful to getting the parties back to the bargaining table.

Canada echoes that view.

"We will monitor developments at the UN and respond appropriately," said Day. "As G8 leaders declared at Deauville, unilateral action is ultimately unhelpful."

U.S. Secretary of State Hillary Clinton is to host a meeting Monday of the UN Secretary General, the European Union and Russian foreign ministers -- the so-called "quartet" of Middle East peacemakers.

The Harper government has been widely criticized for siding slavishly with Israel and turning a blind eye to the suffering of Palestinian people.

Rami Khouri, a leading Mideast analyst based in Lebanon, said in a recent interview that Canada has been traditionally viewed in the region as a country that has had a "sense of decency and fairness in its foreign policy."

But that can be compromised, he added, by siding too much with Israel.

"I think the critical point for any Western government -- Canadian, American, British -- is to differentiate between supporting the security of Israel and opposing the colonization polices of Israel. Israel within its 1967 borders is a phenomenon the world accepts, even the Arabs," Khouri said.

"Any real friend of Israel should tell Israel, 'we support you, your security but we don't support what you're doing'."

Leaked Israeli diplomatic cables, obtained by the newspaper Haaretz, give details about its foreign ministry's diplomatic offensive to counter the Palestinian UN campaign.

Israel's marching orders to its embassies are to lobby politicians, and use Jewish groups and the local media to make its case.

"The goal is to get the country in which you serve to vote against recognizing a Palestinian state," said the memo given to Haaretz. "Your plan must include approaching the most senior politicians, mobilizing the relevant force multipliers (such as local Jewish communities, non-governmental organizations) using the media, influencing local public opinion, and public diplomacy aimed at all relevant communities."

If the palestinian leadership wants a right wing israeli government, they sure are going about it the right way. The thing bibi is most afraid of is a palestinian government that really wants peace and is willing to negotiate without preconditions. If the israeli people think that peace is a real possibility that the palestinian leadership wants and bibi is in the way, he would be out in no time.

I'm not sure how I feel about the whole UN thing since it's just symbolic and neither the US, nor any of the EU countries or Canada or Australia are going to vote "yes".

Regardless of the vote, there still has to be negotiations. Otherwise, what we have is an amorphous country with no borders, and certainly, there is not going to be a vote giving Jerusalem to the Palestinians without creating conditions for a war between its 2/3 Jewish population and 1/3 Arab population, many of whom would choose to remain under Israeli jurisdiction.

The Netanyahu government is as intransigent as the Palestinians were only about a decade ago, when they refused the Clinton plan and chose instead to employ suicide bombings against civilians in civilian areas - which of course led to construction of the separation wall. Let's not forget that the current intransigence of the Israeli side has not always been the case, and that the forward thinking Fayyad plan has not always been the Palestinian position.

Netanyahu cannot be redeemed. But the Israeli public votes every 4 years and they can be influenced by peaceful rhetoric, reconciliation, etc. to throw the right wing out.

People also forget the Hamas rejectionist factor. There's still no unity government between Hamas and Fatah.

So, it's not a simple black and white. It's complicated. But good intentions and recognition by both sides of each's national aspirations, toning down the hateful rhetoric, is a good start.

This comes as no surprise given the long since established fact that Harper and his cronies are devoted and unquestioning supporters of exclusionary/expansionist/belligerent, illegal and brutal occupier/oppressor Israel.

It's ludicrous and utterly disingenuous for the minister of Foreign Affairs' spokesperson to declare that peace can only come about through negotiations between Israel and the Palestinians. As the documented historical record clearly and repeatedly attests, for Palestinians "negotiating" with Israel is comparable to two people discussing how to share a pizza while one of them (Israel) continues to devour it at an accelerating rate.

The Harper Conservative Party ignores the irrefutable fact that Israel is illegally occupying Palestinian and other Arab lands through force of arms and continuing to dispossess and oppress the native inhabitants.

Furthermore, in his eagerness to please Israel, Harper has rejected the 4 June 1967 boundaries as a basis for negotiations between Israel and the Palestinians. Given that his position is contrary to the UN Charter, the Universal Declaration of Human Rights, the Fourth Geneva Convention and several Security Council resolutions, should we conclude that he would like to terminate Canada's UN membership?

BTW, and most importantly, to the best of my knowledge, no belligerently, illegally and brutally occupied people have ever been asked to "negotiate" with their occupier. Occupied Kuwait wasn't expected to bargain with Iraq in 1991 and occupied France was not expected to negotiate with Germany during WWII.

No surprises there; Harper's said in the past that Canada would defend Israel "At any cost" - presumably, that includes the safety of Canadians from Palestinian terrorists.

I support Palestinian statehood, but let's face it: these people don't play nice with countries who oppose them. Canada's position might be great diplomatically, but it doesn't do much for the rest of us.

"Protecting Canadians from Palestinian terrorists," you realize how ridiculous this sounds right? The Israeli-Palestinian conflict is a completely different geopolitical game on the other-side of the world. How is that a danger to Canadians domestically? You seem to be confused about this Israeli-Palestinian conflict by lumping in a pretty generic definition of terrorist and suggestion that Palestinian militants are a domestic threat. This conflict only influences election politics, possibly global economics, and especially geopolitical and regional interests in the Middle East. You have pretty poor analysis for a "super-user" and self-proclaimed author and freelance "journalist."

there are groups in Canada who support either side vehemently, but there are more who just want to see an equal treatment of the situation by our government. And the position of the Canadian government is not a fair and balanced approach to the Israeli-Palestinian conflict. It is quite sad to see the US take a more progressive foreign diplomatic stance than Canada.

Israel and Palestine as independent states, and Jerusalem as an independent city state, using the Vatican City State as a model. Jerusalem to be governed jointly, as one entity, by Christians, Muslims ... and Jews.

lol what do you think they have been in talks forever for? The problem is the various borders the land has had since it was partitioned by Western powers after WWII and than the multiple wars that has increased the size of Israel (i.e the Golan heights). The problem is Israel doesn't even want to make any concessions or stop settlements while they negotiate. Many don't even want a two state solution.

Israel stopped settlement construction for 10 months, but the palestinians refused to negotiate. What they refused to do is extend the settlement freeze if nothing was going to happen in negotiations.

And israel has made plenty of territorial concessions in the past 10 years, withdrawing from south lebanon and gaza. The problem is, violent against israel INCREASED after those withdrawals.

And israel did not stop settlement construction while negotiating with egypt in 1978, but that didn't stop the negotiations. The settlement freeze is a red herring.

Peace negotiations between Israel and the Palestinians have not been able to achieve a lasting peace. It's time to try something different. There will be no peace in the Middle East until the Palestinian people have a nation they can call their own.

I am referring to the period AFTER World War II. Quite obviously, since Israel did not become a state until 1948.

To be clear - by nation, I mean a self-governing nation-state. "Palestine" as I believe you are referring to, was created after World War I by British Mandate. This mandate created not a nation-state but a territory governed DIRECTLY by Britain. Prior to that time the area was controlled by the Ottoman Empire.

So no, the Palestinian people did not have a nation of their own.

AC Fraiser is correct. Before we knew it as Palestine and Israel, it was the British Mandate of Palestine. After ww2, the British were waiting on a loan from the US (who were stalling it because they wanted 100000 jews to migrate there) and couldnt afford to keep their men there. After the UN signed a resolution, 33-10(?) creating Israel violence immediately kicked up.
I think originally, the palestinians wanted to join Syria. Which i dont see why that would have been an issue.

Harper believes in Israeli exceptionalisim but he is too cowered to say it publicly. It is almost shocking to see Canada was 'once the country of Lester Pearson' have its reputation and objectivity smashed into pieces by Harper .
