A marathon Toronto committee meeting has ended after councillors heard more than 300 presentations defending city services that could be cut to balance the budget.

The executive committee began the hearings Thursday morning and sat right through the night to hear the three-minute presentations — one of which even included a puppet show.

Mayor Rob Ford described the budget debate as one of the biggest community consultations in Toronto's history as council looks for ways to cut the 2012 budget by $775 million.

As the meeting wound up, Ford said he was proud of everyone who was part of the process, including those opposed to making cuts.

He said the opponents showed integrity for fighting for what they believe in.

A consultant's report has suggested budget cutting measures that include closing libraries, eliminating overnight buses, shrinking the number of police on city streets and selling the Toronto Zoo.

Ford, a controversial figure who rode to power nine months ago on a promise to "end the gravy train" in Canada's most populous city, described the budget debate as one of the biggest community consultations in Toronto history.

"We've started a great debate over what is 'must have' and what is 'nice to have'," he said as the spectacle began.

A consultant's report has recommended the mayor take such drastic measures as closing libraries, eliminating overnight buses, shrinking the number of police on the streets and even selling the Toronto Zoo.

After some initial public outcry, the mayor said Thursday final decisions might not come until the new year.

Still, he isn't backing down on a pledge to cut the city's bulging 2011 $9.4-billion budget by $775 million. Toronto must do something to address that shortfall in its budget next year, Ford warned.

Arts groups, community centre workers and unions were among those who stepped up to speak.

Many said the city is failing to consider how cultural programs and arts grants — many of which could be on the chopping block — contribute to Toronto's economy and its reputation on the world stage.

The review ignored "the ripple effect" cuts would have on the larger economy, complained Karen Tisch, president of the Toronto Arts Council.

"You're also not considering the values of Toronto residents within that process," she told Ford's committee.

Kim Fry, a University of Toronto graduate student, said the city needs an even greater library network, not less.

"These services are used by Torontonians and it's that public space that makes our city great," Fry said.

The committee pushed back with complaints that speakers couldn't provide any alternatives to cost cutting.

"A number of groups have come to make presentations indicating the importance of what they're doing," said the city's budget chief, Mike Del Grande.

"But I'm not hearing, at the end of the day, the suggestions as to the real problem in terms of our financial shortfall."

Tensions among the city's politicians ran high. The elected officials cut each other off and even heckled one another as the day went on.

In the end, it was decided speakers should be limited to three minutes, not the usual five in an attempt to give everyone their say.
"It's a challenge," Ford told reporters.

"I'm being as fair as I can to each person and councillor that has come down to speak."

The mayor said the committee would sit "right through the night" if that's what it took, but his council could make a motion to break until the morning.

In an astonishing admission, Ford acknowledged he was the target of at least one death threat in recent weeks.

But the controversial mayor said he doesn't think it is related to his cost-cutting agenda. Police have charged a man with threatening death in connection with the July 14 phone call.

Meat or gravy: Can you balance the budget? - thestar.com From Driving the Porcelain Bus:
The Toronto Star has put together this interactive budget calculator. Although it seems they put this together with good intentions, they are missing some key items:

Missing as a choice from the Revenue column:

- putting the Land Transfer tax back = over $200 million income per year

- putting the Vehicle Registration tax back = over $50 million income per year

Also not taken into consideration here is the fact that critics,
including Ford supporters believe the projected deficit
of over $700 million is exaggerated, that it is actually about half this
amount.

Taking all these things into consideration, it is very easy to balance the budget without cutting services.

Assuming the projected deficit is about $450 million, and adding into the Revenue column the 2 missing/removed taxes, you can balance the budget easily by using the Revenue items, excluding both surplus items, having no tax increases or TTC fare increases, and no service cuts except for slightly reducing the police budget (crime has been steadily dropping and the police budget is the biggest expense for the city budget overall).

If cutting dog and cat licenses saves the Toronto money, then they aren't charging enough for the licenses. I see public rubbish containers in parks filled to the brim with bags of dog poop...somebody has to pay for the collection and disposal of all these bags. It's also time that car drivers paid towards the upkeep up the roads, like they do in Europe. Too bad Fordy-Boy saw fit to scrap this tax which was nowhere enough to begin with...

It doesn 't save the City money. IT costs the city revenue. The same with the other sundry licenses that KPMG suggested removing. Perhaps the city could save money by streamlining the administration and collection of licenses.

I thought they were all public service union workers, union reps and special interests designed to leech off the government teat? Wouldn't they know how it works? Or they don't know how government is supposed to work under Mayor Ford's ideology?

All of these cuts coming out of that stuffed sausage of a mayor seem incongruous. He obviously has no self restraint when it comes to feeding his own face yet he expects the public to go along with him when restraint of public services are mandated by him.

Rob Ford wants some suggestions to trim the fat....here's one....Get rid of the tendering process. The city spends more money trying to buy the goods and services they need than the actual cost of most of these goods. Does is make sense to send out a tender every time you want to buy a new PC? Why can't the management of City goverment look for ways to deliver services better instead of just cutting them. For example....libraries get lots of traffic...perhaps some advertisers would be interested in paying for some ad space....adds revenue and doesn't cost the tax payer a dime.

Just 2 suggestions.....if Rob Ford was as bright as he is wide he could perhaps come up with some too!!

Ford seems like a bit of an oddball, but the fact remains that no level of government can live beyond its means indefinitely. When faced with structural budget deficits, you have two choices: raise revenues or cut expenditures. Those how are making cases for the importance of their favorite services need to keep that in mind.

No, I can't. That being said, unjustified expenditures in one area do not in any way provide justification for deficits in other areas.

Did you watch? I saw a few Union reps, Bob Kineer was great, but most were private citizens asking to avoid cuts that affected them personally. My favourite was a young woman of a family of four who used services provided through City grants to get her and her family out of poverty. Or the seniors who came with a cheque representing a 10% increase in their property taxes and handed it to Joe P. You don't know what you're talking about.

This exercise was correctly characterized as a "Puppet Show"....put on by the unions and social service agencies in Toronto....Unfortunately "Real" citizens had "Real" jobs to go to and could not attend this dog and pony show...

This guy is a joke! He's the closest thing to an American Republican I've ever seen in Canada... Honestly, he's talking about closing entire libraries and even cutting grants to well-deserving kids trying to get into University.. Instead, he could be talking about tax reform and actually increasing Toronto Municipal revenue through the permitting process and other bureaucracies. Of course certain public expenses should be cut, but why make so many people angry and upset?!? Honestly, this is VERY un-Canadian.. Just like this "town hall' gong show! What a JOKE!~

Ford reminds me in many ways of Chris Christie the Governor of New Jersey. Canadians' ability to find compromise has been a hallmark of our country and one only has to look to the US to see how rigidity and refusal to compromise has "worked"

Reminds me of BC with residents voting in "Lyin' Gordon Campbell" to replace the NDP, complaining bitterly about all the corruption, lies, drunk driving, selling off of BC (to name just a few) - and then voting him in TWO MORE TIMES.

Be careful, Toronto folks. You just might get what you voted for.

I, for one, am proud of the citizens of Toronto for standing up to Rob Ford. I hope that it was a worthwhile exercise.
