Environment Canada Hoax: Climate Change Activists Target Agency ... Again

OTTAWA - A group of climate change activists, backed by the Council of Canadians, says it "successfully impersonated representatives of Environment Canada" in a series of hoax news releases Wednesday.

A message distributed to media outlets Wednesday morning used the Environment Canada news template to tout the "re-release" of a two-decade-old government teaching tool on climate issues for Canadian students, entitled "What a Difference a Degree Makes."

The message linked to a website that mirrored the real Government of Canada site, including links to other, legitimate, departmental news releases.

A follow-up message, also mimicking real government releases, had Environment Minister Peter Kent denouncing the hoax and calling the educational pamphlet out of date and no longer reflecting government priorities.

The advocacy group Council of Canadians, meanwhile, had publicly waded in, issuing a straight-faced release congratulating Environment Canada and stating that "proper climate-change education in Canadian schools has previously been neglected by our government."

The Canadian Youth Climate Change Coalition later took responsibility for the hoax.

And in an email to The Canadian Press, Dylan Penner, a spokesman for the 26-year-old Council of Canadians, acknowledged the advocacy group was in on the joke from the get-go: "The council was aware it was a ruse and was supporting the youth involved in it."

The effort to embarrass the Conservative government on its environmental record attempted to recreate an elaborate hoax by the U.S.-based Yes Men in December 2009, which involved a phoney announcement, phoney government denials and phoney third-party reaction.

But it does not appear that legitimate news organizations were taken in by Wednesday's ruse.

Environment Canada quickly issued a terse denial that was distinguishable from the fake releases only by the originating government web address of the sender.

"There are responsible ways of bringing concerns forward — this is not one of them," Melissa Lantsman, a spokeswoman for Kent, said in a follow-up email.

"We condemn this blatant dishonesty and shameful misrepresentation of the minister to Canadians."

By mid-afternoon, the Canadian Youth Climate Coalition was trumpeting its ruse and claiming that "a number of prominent environmental organizations publicly congratulated Environment Canada on this unexpected yet welcomed change of heart."

However there was no evidence that prominent environmental groups had taken the bait.

The political director for the Council of Canadians, Brent Patterson, said the organization has never before been involved in such subterfuge "and would certainly use it sparingly."

"I don't think there was any anticipation that people would really believe the initial release and the response," Patterson said in an interview.

"It's really just trying to use some creative means to try to get the attention of the public and to draw attention to the poor performance of the Harper government on climate change."

The teaching unit cited in the hoax was one of a series of breezily written educational papers posted by Environment Canada in 1993, with titles such as "Did You Know We Live in a Greenhouse?"

The title page of "What a Difference a Degree Makes" features a cartoon Earth in hockey helmet and skates standing over a puck on a melted rink.

Along with descriptions of the difference between climate and weather, the text includes a glib sidebar on the cultural influences of climate, including movies such as the "Big Chill" and musical groups Air Supply, Weather Report and Donna Summer.

The Liberal government of the day made climate change a high priority and went on to sign Canada to the 1997 Kyoto Accord to reduce greenhouse gas emissions. But the government's actions never lived up to its rhetoric, and Canadian emissions continued to rise throughout more than a decade of Liberal rule.

"It's why we're in such a crisis now — inaction over such a lengthy period of time," said Patterson.

NDP environment critic Megan Leslie said her party "wouldn't support the idea of creating or fabricating a false website" or news releases.

Nevertheless, she said the stunt demonstrates how frustrated young people are with the Harper government's approach to climate change.

"Young people are at a loss and they're trying to find creative ways to get attention to the issue."

I'm still waiting for Canadians to elect a government that understands that climate change is a serious concern. I had great hopes for a Liberal government under Stephan Dion, but he was rejected by Canadian voters because they didn't like the way he spoke, and they believed the smear campaign against him that had been initiated by the Conservatives and CTV.

I'm a grandfather now, and I feel a horrible sense of guilt for the world my granddaughter will be living in when she reaches my age.

People no longer feel they can get to government through the ballot,as government is bought and sold by special interests. But they don’t give up. Instead, they cleverly turn the government's own BS marketing methods against them to embarrass them and keep the issue before the public (which the mass media can’t be bothered with). These tactics speak volumes about the sad state of our governments and our democracy. On a more positive note, they reflect the ingenuity and creativity of the next generation. Go youth!

Sometimes you have to stand back in awe at what kids can do. They did it and they deserve the credit for it. The ha ha ha Harper government loves to lie and lie. and smile and smile and be a villain. They are like the executives in tobacco companies who advertise paying for a substance which will kill you.. Its good for everybody they say and the government says the tar sands disaster is a good thing for all of us. And they use tax dollars to subsidize it.. Ya. Sure.

They deserve credit for what? Making a fake website and sending out a press release? Big woop, a lot of people can do that. The article states that "it does not appear that legitimate news organizations were taken in by Wednesday's ruse," so apparently they didnt do that great of a job. It certainly isn't up to the same caliber as the Yes Men stunts.

Enviroment Canada has been hoaxing us since its inception. My favorite is how they have reems of data showing the amount of hydrocarbons in the Athabasca upstream of the tarsands plants but zero data for how much hyrocarbons are in the Athabasca river downstream of the tarsands plants. After 30 years of collecting data.People have made a career out of not doing their job at Enviroment Canada.
I guess the jokes on us.....Ha ha.......Ha ha?

And it's not public servants that are at fault, except at the very top. It's politics trickling down from the Prime Minister's office, through the Minister's office, to the Deputy Minister's office and so on... And no one along the way is saying "No, I cannot do this. It's wrong." Because when you get to a senior level in the public service, you forget what it's all about and only care about pleasing the Minister. This is what gets you promoted.

I work in government and the lack of integrity you see among your superiors is frightening. To have integrity and attempt to uphold your principles is viewed with suspicion in government. You are untrustworthy.

Its like the cops at the G20 demonstations in T.O. How many have come forward to say "What happened was wrong and I refused to take part in the abuse of Canadians civil rights". None. Thats how many. None. Yet we are sold on the premise that their sole function is to serve and protect.

Our reputation as world polluters without a care to do anything about it is certainly nothing to be proud of or brag about. If embarrassing the government helps I'm all for it but keep in mind, Canadians voted in this individual who's too stupid for science so I have to assume the majority of Canadians are also too stupid for science. Only money and power so we get exactly what we asked for.

Whylie - the thing is that guy is an evangelical Christian. If he could he would change a whole lot of things. Women would be barefoot and pregnant in the kitchen and most people would not be able to afford to see the doctor. And the press would have to keep quiet about anything other than praising him.
