Over 500 Malnourished Dogs Seized From Quebec Puppy Mill

MONTREAL - More than 500 dogs have been seized from a Quebec puppy mill in what could represent the largest animal cruelty case in the province's history.

The dogs were found Friday on a property in a rural area west of Montreal. They were living in poor conditions without sufficient food and water.

Guy Auclair, a spokesman for the Quebec Ministry of Agriculture, Fisheries and Food, said the scale of the seizure is without precedent in Quebec.

"We have had this kind of situation before, but (with) a lower number of animals," Auclair said in an interview Saturday.

Auclair said the dogs were different breeds and ranged in age from puppies to fully-grown.

Many were found suffering from skin and respiratory problems, he said.

They were placed under the care of Humane Society International, which had already transported several hundred dogs to a treatment centre Saturday.

Other dogs received treatment from veterinarians at the scene.

"This is definitely one the largest operations that we've ever come across in Canada," said Lauren Scott, a spokeswoman for the organization, in an interview from the site.

"It also involves some of the worst conditions we have seen to date. I personally can say that I found it heartbreaking to see what these dogs have endured."

The investigation is ongoing and charges could be laid against the operators of the puppy mill, Auclair said.

It will be up to the courts to decide whether the dogs will be put for adoption or returned to their original owners, he said.

Scott said she's hopeful the dogs will be able to find new homes.

"They just so desperately need a second chance so we'll be turning to the public for that," she said.

The incident is just the latest in a series of disturbing animal abuse cases in Quebec that have made headlines in recent years.

The province has long been considered the puppy mill capital of North America, with an estimated 800 unregulated breeding operations in Montreal alone.

Last month, nearly 40 malnourished Huskies were found chained to trees on a property northwest of Montreal.

Reports in May of animal suffering at Montreal's privately-held Berger Blanc pound also shocked many across the country.

Videos of cats and dogs suffering, as well as images of questionable euthanasia practices documented in a Radio-Canada report, prompted widespread criticism.

Quebec was named "the best province to be an animal abuser" in the 2011 annual report prepared by the U.S.-based Animal Legal Defence Fund.

The fund, which examined animal protection laws in jurisdictions across the country, also placed Nunavut, Alberta and the Northwest Territories in the bottom tier of its rankings.

The Quebec government is in the process of introducing new animal welfare regulations designed to crack down on puppy and kitten mills in the province.

The rules would include minimum standards of care and cleanliness and norms for euthanizing unwanted pets.

This is almost as bad as dog fighting IMO, because these people probably look like the guys next door and its more prevalent (800 mills that they know of). These dogs are being tortured just like the dogs in the rings.

Dog has been said to be 'man's best friend'...unfortunately in some cases, the same can't be said of man. Very sad indeed.

I'm sitting at my computer with my little SPCA foster dog at my feet. We've had him for 4 days, and he is so traumatized that he won't leave my side, stays within 2 feet of me and hides behind me at the sound of male voices. He's a Pekinese/Shih Tzu cross (google it - cute as a button) and a wonderful companion for a loving family. Why why WHY do people feel the need to commodify an intelligent lifeform and toss it around like yesterday's garbage? The level of emotion expressed by this little critter makes me shudder at the trauma experienced by the above animals in their horrific conditions. Puppy farms need to be blasted away to the fullest extent of the (new) law. Pet stores are no longer able to sell puppies in my city. Small steps.

Good for you for taking the little guy in.

As someone who fosters dogs, you probably know this, but some advice for anyone who takes in a pet like this:

To make his life better (and yours) you need to get him over his (probably justified) attachment disorder. One way is to crate train him (it seems cruel at first, but if you do it right, it really isn't; put him in the crate with the door open and lay beside him with your hand in for a few minutes a day, then try with the door closed and your fingers in, then laying there without contact, then standing or sitting away but in sight, then for short periods out of sight, until he gets used to the space and as a safe and comfortable place to be). If crate training isn't to your liking, there are other ways to gradually wean him off of his need to be with you at all times (even a good Kong toy and treat for when you need to leave him alone will go a long way; or you could get him a cat! Easy to care for and a good companion for small dogs once they're acquainted). A well adjusted dog is a happy dog, and it's inevitable you'll need to leave him alone at times. There's nothing worse than being out for a few hours and knowing your dog is home in a panicked state.

We do crate train when needed :) Thankfully, this little guy was traumatized rather than attachment disordered and has settled into a nice routine that includes roaming away from me and being alone with his own company. Keep up the good work with the fostering!

So sad, puppy mills everywhere when there are millions of perfectly good animals put to sleep every year at the animal shelters. It breaks my heart every time I volunteer at my local shelter. So many lovely animals that will never leave their cold, wire cages and know the love of a family.

If people who buy dogs only to dump them in shelters a few short months later stopped trying to live by image alone, the puppy mills would be out of operation.

The existing regulations should be enforced before a whole new strata of bureaucracy is put in place.

Personal responsibility should govern. Very few people actually need dogs and very few can accept the type of commitment needed to keep one.

How many Chihuahuas are in shelters in California now because airheads don't think they are fashionable to carry around like a purse anymore?

People think dogs and cats are disposable. They aren't! Once you get your new little friend it is going to be around for a long time. Dogs need to be trained properly.THAT MEANS LITTLE DOGS TOO!!!!! It takes a lot of work and comitment. Just because your child doesn't pick up the potty thing right away do you get rid of them? DO NOT EVER buy from a pet store. If you go to a breeder do not get a puppy or kitten unless you see the parents on site. If the person will not let you see the parents RUN as fast as you can away from there. Something is not right. Dogs should not be carried around like a purse in the first place. they have legs for a reason. Let them walk they will ben much happier.Remember all animals need a lot of time and care if you cann't give it then don't get a pet!!!!!!

Many responsible breeders don't have both parents on site for very good reason. The mother of the last dog I bought was imported from Germany already pregnant. Many breeders ship dogs for breeding, to improve their bloodlines. Breeders are started to use chilled, frozen semen.

1. Never buy a dog or cat from a pet store
2. Never buy a dog or cat from Quebec until this is stopped.

There is no reason for animal cruelty. People who don't like animals shouldn't be breeding them. Introduce animal welfare legislation; this should stop people from abusing animals and hopefully altogether stop people from breeding them.

Don't take these dogs back to their owners. Doing so would continue the cruelty the dogs have suffered. I hope the vets continue to treat the dogs until they are well and find a home. There are people who'd like to have pets in their own homes.

I hope Humane Society International keeps the dogs until each find a loving home. Any home from the Pacific to the Atlantic provinces will do. A major incentive to placing these dogs in a home is to sell them for almost free.

I find this abhorrent, but wonder why we tolerate abuse of the animals we eat. The conditions in virtually all hog barns, chicken barns, etc., are unbelieveably inhumane, but we turn a blind eye to that. I guess they just taste too good. Sadly, they are just as capable of feeling emotional and physical pain as our pets.

How convenient for Charest.

Now this headline will move the Quebec Construction scandal off the front pages.

And Section 446 of the Federal Criminal Code prohibits anyone from willfully causing animals to suffer from neglect, pain, or injury.

I guess the Canadian Press reporters forgot to phone the police and ask who had been charged over this cruelty.
