Challenger Logs Show Low-Security Officials Taking Flights

The majority of flights on the government-owned Challenger jets in the month of June were taken by defence officials who could have used commercial aircraft, according to documents obtained by CBC News.


The six Challenger jets logged 165 hours in June at a cost to taxpayers of almost $2 million, according to flight logs obtained by CBC News.


Prime Minister Stephen Harper and Gov. Gen. David Johnston are required to travel on the jets for security reasons. But other government officials, who do not need the extra security, took 60 per cent of the flights, according to flight logs.


The documents reveal:


- A general, his wife and three other officers flew to Brazil for six days at a cost of $335,000.


- Defence Department personnel and their families got sightseeing trips around Ottawa at a cost of $12,000.


- Eight lower-ranking officers and a civilian flew across the country for an air show at a cost of $120,000.


- A general, two officers and a female civilian flew to Jamaica for 24 hours at a cost of $96,000.


The issue of the use of the Challenger emerged following reports that Gen. Walt Natynczyk, chief of the defence staff, had taken the government's jets to events including hockey and football games, and to join his family on a cruise starting in St. Maarten, a Caribbean island.


Natynczyk has defended his use, saying he travels with up to six or seven people, sometimes including a close protection team with automatic weapons. He also said he needs the secure communication lines provided on government aircraft that allow him to work while he's in the air.


According to the logs, Natynczyk and Defence Minister Peter MacKay both flew on separate jets to Trenton, Ont., leaving and landing only minutes apart, for the repatriation of a Canadian soldier. The Governor General arrived from Newfoundland on a third jet. The total cost that day was $45,000 and it was the only time in the month that three of the six jets were in use at once.


National Defence figures put the cost of operating the jets at $10,806 per flying hour in 2011-12, much more than the cost of most commercial flights. But Lt.-Col. Norbert Cyr, a spokesman for Natynczyk, said last week that those costs also include things like the pilots' salaries.


He notes they would be paid their annual salary whether or not they were flying, and pegged the actual flying cost at $2,630 an hour.


The auditor general estimates the cost of flying the jets at $12,000 an hour.


However, Canada's $33 million a year fleet actually spends 70 per cent of its time in the hangar.


Asked whether the government was planning to cut the jet fleet, the defence minister's office said in a statement that it wasn't ruling out anything as the government moves to balance its books.

It should be pretty simple.

Determine a costing formula for these jets. A cost that gives some credit that we need a reasonable fleet available for the PM and GG to be maintained even if they sit still most of the time. In this sense, the 12k figure is high. Then look at what it will cost to fly commercial with the required entourage for whichever official needs to make a trip. If it SAVES money take the private jet.

It is so simple in fact that very likely this is EXACTLY what they do. Along the lines of "If four or more people are going, it's cheaper to take the jet". I have worked with companies that operate their own aircraft in this exact simple manner.

While we have active duty combat troops in service in Afghanistan there has to be a limit how long the head of national defense can be incommunicado. He can't sit on a commercial jet making connections all day. If he requires a protective duty with automatic weapons at the destination then that is a bit tough to get through various countries along the way too.

This whole issue is a tempest in a tea pot.

Exactly how many jets are there?
One thing is for certain, one person cannot fly all the time, so somebody else using the plane is not unreasonable......

I for one am appalled by the corporate jet scheme.....totally tax free and deductible over only 5 years in the US when everyone knows that jets last 20-50 years..... and the idea that these bigwigs get this preferential treatment FREE, no taxes on any of it is DISGUSTING.....Nauseating.

The passengers should definately be made to a First Class Airfair for the use of the aircraft.....and....uhhhh charge that to their office budget.....ya...that will sure show them.....

There's no indication of a few basic facts that are necessary to judge this situation.

One is whether the planes were flying some of those routes regardless of passengers on-board. If so, then there isn't really much of an issue. It saved us additional tax dollars for a fare we didn't pay.

Two, is whether there were circumstances that made commercial flights impossible. For example, the General who went to Brazil. Yes, he took his family, but was he going there because the Ministry of Defence asked him to do something? These soldiers often spend long stretches away from their families, and if this was a tag-along, while maybe not a perfect scenario, it is at least forgiveable.

This screams abuse of taxpayers' dollars. They can't even coordinate when they are attending a ramp ceremony; this is unforgivable. Is it time to hire Deloitte to coordinate the schedule for the jets?Where is the ombuds person? Thank you to the whistle-blowers; shame on the abusers-all of them! How can these excursions to sunny climes be considered legitimate? There should be a laying of charges by the RCMP after the auditor general exposes all of the abuses; there has to more scrutiny of expenditures and you do not need to hire Deloitte to tell you how to do it. Upon a finding that abuse of the public purse has occurred, each culprit should resign their position or seat.

Why would you trust the Accountants who brought us the Failure of LTCM, Enron, etc and the Savings and Loans and Wall Street bailout....all in the last 30 years under the Mantra that Greed is Good.....Hire government auditors or have an auditing agency....Depending on how corrupt that system is you might end up with a Monica Goodling from Pat Robertson;s law school doing the hiring of the Federalists (boy did that ever stink and most of them are still embedded)

I love how media can compose a story that implies that something is wrong here! Is there really anything wrong? You can't have the Prime Minister, Ministers and some senior Defense staff flying commercial - how else would you like them to get around??? Maybe we could charter the odd jet from the USA, or the UK or maybe even Belgium? Would that make you happier??

I wouldn't be surprised if all governments do this, take advantage of private jets for their friends and family at the tax payer's expense. What I do have a problem with, is doing it at a time when the same government is cutting social programs and preaching austerity. Same old story, to hell with the people that need programs, the rich live by their own rules.

I watched the National's news report on this subject a few hours ago, and the numbers are a bit hazy, but something that was mentioned that seemed interesting to me that when the Liberals were using the jets in... my memory wants to say 1998 was that they used them some 120 times that year? Then they listed off the number of times the Conservatives used them in 2008, and the number was around 30 or something.

If anything, I would like to see all this jet usage as an excuse to create like a high-speed rail across Canada; now that would be awesome.

I'm not saying I support the frivolous use of these jets, but that's just a bit of perspective I believe.

Am not exactly surprised about the whole deal Canada is a big country and I mean a really, really big country like the second largest in the world. With a population scattered all over the place. Beside the Federal Government every Province have a planes fleet the RCMP and all the provincial police agency also. Hydro Quebec and many crown corporation... you get the idea hell some far north city own planes. With that many jets pay for by public money some abuse is bound to creep out. The funniest I heard was the story of a fighter plane used to transport a few case of beers to Bagotville on a Saturday night.

Who could blame King Steve's loyal minions the right to fly on CON Air - oops Royal CON Air? Wouldn't we all like to avoid airort show-curity, especially when King Steve is about to require individual cavity searches for anyone not a member of the federal Royal CON party? His Royal Awesomeness will have to buy more aircraft (from Bombardier, of course) to fly the CON spectators and the newly-appointed Royal Executioner to the public executions provided for in the CON crime bill. Have they settled on beheading, hanging, or prisoners being drawn and quartered (back to CON values)? King Steve is itching for the F-35's so he and his CONS can get to their destination before they leave!

This comment shows contempt for the office of the Prime Minister of Canada and indeed the whole country. See Add In Canadia's comment above - the Liberals used these Jets far more than the Conservatives. Do you refer to King Jean or King Paul????

so lets say in an effort to curb use-abuse ---the fleet is sold ------of course the fire sale price will be a boon to some corporations with cash ------but the loss on the sale will make the use-abuse charges look like petty cash
