Fisheries And Oceans To 'Shed' Services

Employees of the federal Department of Fisheries and Oceans were told Wednesday their employer will soon be significantly smaller, and responsible for fewer things.


DFO also warned its workers that some of them will definitely not be working there once the department completes a $56.8-million budget-cutting plan by 2014.


"More savings are expected in the future," said a letter signed by Deputy Minister Claire Dansereau and two other top officials.


The letter and supporting documents, which were obtained by CBC News, say reductions are part of a "dynamic change agenda," and will apply broadly to services that include the Canadian Coast Guard.


The changes incorporate cuts that have already been announced, including a controversial move to shut down the Maritime Rescue Sub Centre in St. John's and a similar office in Quebec, with service to be provided by staff in other provinces.


A background note says that DFO is "winding down or shedding non-core programs," as part of "key transformations" intended to render a more modern style of managing fish stocks, ecosystems, aquaculture and vessels.


The documents, obtained Wednesday by CBC News, do not include specific details on job losses, although the memo said DFO will attempt to mitigate cuts through attrition and new assignments.


"We will be phasing-in these and other change initiatives over three years to allow time for the Department, employees and stakeholders to adjust," the employee letter said.


"We are confident that the cumulative effects of these measures over the long-term will be positive, helping us to improve the quality, relevance and effectiveness of the Department's programs and services."


DFO, which has sustained deep cuts to its science program over the last two decades, is preparing for further cuts in that area. Senior managers will be "finding efficiencies and simplifying how science is managed."


The department said it is moving to "an ecosystems approach to science."


The department also intends to make greater use of technologies, including moving to a web-based renewal and payment system for fishing licences.

This makes complete sense! No Atlantic cod, diminshed Pacific salmon stocks, polluted oceans - no need for a Royal Department of Fisheries and Oceans. Eliminate more Royal government offices for the same reason: Royal Ethics Commissioner, Access to Information, Royal RCMP (no crime to prosecute after Tough on Minorities bill), Environment (identical to Oceans, if it's completely polluted why bother?). It worked with what used to be StatsCan - why fund a department that no longer produces reliable information?

Well at least cutting funding for the coast Guard will help us justify why our Search and Rescue response times are already some of the worst around.

Thus continues the Harper dumbing down of Government. Its easy to make decisions as long as you dont have those pesky scientists out there contradicting your ideas. Instead of cutting those things which make us a better nation, Harper stop with the tax cuts already. The USA has shown the rest of the world that when you deregulate and strip vital agencies of their power that in the end, you discover that those agencies were so very important to the whole equation. So it seems Canada is on a path to eliminate regulation, give out tax cuts, allow a Communist Countries wholly owned Corporation to buy parts of canada, and try to be a military power. We are all doomed.

We don't need a bunch of scientific no-nothings whose research projects and papers seem to do nothing but contradict whichever political eminence is sitting in the Fisheries Ministers chair shouting; "Kill more seals!!", and; "More salmon net farms!!" A simplified eco-system approach is obviously working. On the east coast we have simplified the eco-system by removing the cod and on the west coast we are working rapidly toward our goal of eco-system simplification by eliminating pacific abalone, halibut, rock cod, basking sharks, herring, wild salmon, and a whole host of other complexifying life forms. Our new goal, which should allow us even greater ability to attain our goals will be to remove those high priced research boffins and replace them with good tories from Alberta and Saskatchewan, simple folks who understand that simple eco-systems don't need lots of clutter.

Some scientist type should record all the lame cuts this dim wit government makes, just to see what damage has to be repaired once they are finally booted out on their butts! Their total denial in following the law for access to information on this and especially the cost of the new Crime Bill should have them back in contempt of Parliament again soon. This time Harper will have to face the music, not even the "in total control" fascist would dare dissolve Parliament again and call another election to avoid criminal proscecution!
