Cut Immigration Applications To Fix Backlog, Kenney Says

Canada needs to accept fewer applications from people wanting to live here, Immigration Minister Jason Kenney says, and he's eyeing the family class for cuts.


Canada is facing too big a backlog and, despite accepting 254,000 applications every year, there are one million people who are waiting to hear whether they can move to Canada, the citizenship and immigration minister said Thursday.


Canada gets about 420,000 applications every year and refuses about 10 per cent of those.


Speaking to the House committee on citizenship and immigration, Kenney said processing applications faster won't fix the backlog problem. And it isn't possible to accept enough people to deal with it either.


The only options, he said, are to vastly increase acceptances, or take fewer applications and keep processing the ones already received.


"Those are the only two possible solutions. It's a math problem," Kenney told reporters after the committee meeting.


Cut family class applications


Kenney pointed to the family class, under which parents and grandparents of Canadian citizens can immigrate. His department received 37,500 applications in 2010 but admits 18,500. Right now, there's a 10-year wait time for processing.


"Merely for us just to tread water, we would have to double the number of people coming into that program … and that wouldn't even reduce the backlog," he said.


Kenney said other countries require a minimal family income, private health insurance or a bond to limit parent and grandparent applications.


Immigration lawyer Richard Kurland said Kenney's right to suggest a cap on the parents and grandparents category.


"Unless you solve the intake problem, you're going to have a growing backlog with growing processing times and it's time to bite the bullet," he told reporters after the committee meeting.


Kurland said a 20,000 cap is appropriate, and that the government should break the applicants into categories.


"Bring in as priority one the single parents overseas. Priority two is you bring in parents where the families can pony up $75,000 up front to defray medicare costs, either with permanent resident visa on payment or [for $75,000] give that family a 10-year visitor visa to Canada and that way they can be here waiting until their number comes up in the immigration inventory overseas."


Speaking to Rosemary Barton on CBC's Power & Politics, Kenney called the $75,000 payment "a very interesting idea."


"I’ve heard similar ideas about asking people to share in a greater portion of the social and health-care costs. And maybe that’s one practical way of bringing more fairness while limiting the number of new applications so we can avoid the big backlogs. That’s a very valid idea," he said.


The Conservative government and previous Liberal governments averaged about 18,000 parent and grandparent entrants a year, he added.


Kenney says the department is launching consultations on cutting the backlog.


NDP immigration critic Don Davies said reducing parent and grandparent applications is the wrong way to go.


"What I object to the most is the minister has come into this so-called study, these meetings, with a preconceived conclusion. The only policy tool that he's looking at is capping applications. Well, that's not the only policy tool available to the minister," Davies said.


He wants Canada to accept another 100,000 immigrants every year, arguing a per capita measurement doesn't make sense because the country has so much space.

That is why we need to vote them out next election. They do not deserve to lead us. We were all immigrants once upon and being born here does not erase that, but some have become too proud and greedy, but we can't change the past. There is a good reason why countries allow immigration, we live in a world were we can not survive minus, support from other countries. If we start to chase people from these borders, there will come a time when we will need help and the world wont answer. After all, we live in a world that does not forgive or forget. The few of us that are more enlightened via education and travel, we understand the importance and need for this Government to think of the long term impact of the decisions they make today. After all, people are slowly realizing that there are other countries the would rather go to and the families who are here in Canada will follow them eventually, and then we will join the third world countries we so despise, because of our pride.

Lets be smart about how we deal with this situation and not ignorant!

The deportation laws must be applied without exception.

For example, every immigrant knows (having signed forms to the affect) that a criminal record is grounds for deportation. The immigration process includes translation assistance if necessary.

Lease one hundred buses to travel to our jails and remove the resident criminal immigrants which would (a) make our country safer, and (b) empty our overcrowded jails.

This is a great idea that has long been overdue. If there are no restrictions, half the population of the earth wants to immigrate to Canada. Excluding genuine refugees, those that come into the counrty should be able to support themselves without sponging on the social services. Those that sponsor their parents and grandparents must be in a position to take care of them by themselves without the Government handing out doles. The immigration system is in a mess because of the inefficiency of the previous governments; it is great that the present government is doing something about it.

ALL sponsors of, either their wives or grandmothers, etc., sign forms in triplicate stating that they have sufficient funds to take care of the immigrant relatives for a period of 3 years.

Unfortunately, once the immigrants land here, the sponsors spend the money on new cars, etc, and the immigrants apply (somehow) for social assistance.

And nobody does anything!

Mr. Kenney seems to be forgetting his own ancestral story.................Leaving Irish catholic Ireland during the potato famine, coming to mainly protestant Canada and being welcomed with open arms, seems to be a slight contradiction to his present agenda...........................With the money the government would save by cancelling the luxurious willynilly flights taken by MPs and staff, at tax payers expense, maybe they could hire a couple more immigration staff.

Seriously, this Government is notorious for overtaxing and abusing the tax payers. If funds were not misused this backlog embarrassment would not exist. Each application costs hundreds of dollars, that should be used to deal with some of these issues that are now manmade disasters. My advise to all thinking of coming to Canada, save your money until this group is kicked out of office, hold off or apply elsewhere.

We the people should be telling our government to only allow immigrants that can support themselves into the country, not people that are going to drain are already exhausted welfare rolls.

I totally agree with the private health care insurance so as are already taxed health care system is not taken advantage of by false applications.

On a side note, investment in aboriginal communities would be a very good idea. Here is another group of unkilled people who would accept low wage jobs and therefore shelter the Canadian economy from global competition, and the advantage with them is that they are already settle right here at home. One idea would be to give northern communities broadband and give them jobs in products support that are currently going to India.

The original owners (The First Nations People) of this land we have taken by force should be respected more and supported better by all of us. We are all human beings, and I honestly find it disgusting how they are looked at and treated like the deserve less than the rest of the world. I look forward to seeing more of the First Nations people amongst us new immigrants (by new I am referring to those born here and everybody else).

More rigorous criminal background checks need to be done. Most of the immigrants are honest hard working people looking for a fresh start but too many criminals are being let in the country. If it take more time to weed out the undesirables so be it.

Criminal activity is not something new to Canada and it is just ignorant to suspect immigrants as being all guilty of something, matter of fact you are guilty of spreading ignorance, you should be locked up. I guess the G20 riots where caused by immigrants too? You sound like someone wanting to blame and ridicule a group of people justifying prejudice. As for the background checks, I thought Canada being a "first world country" we would have efficient processes in place to quickly pick up this information, instead of taking years to get a background report, waiting my hard earned money.

How about cutting the BS to improve the flow.

As long as they are willing to working, to find and accept jobs for their skill levels, then they are valuable. Skilled workers coming to Canada looking for jobs in fields that are already saturated are not valuable, while unkilled workers are valuable because they will keep jobs at home by their acceptance low wage jobs. Yes it true that unskilled workers are not able to pay the taxes to offset their costs, but by accepting low wages, they pass on their contribution in the form of profits for businesses and low prices for consumers, and best of all, they spend their income and pay taxes on Canadian soil. The alternative would be for companies to export job to China where Chinese workers spend their income and pay taxes on China soil. In short, unskilled workers shelter the Canadian economy from global competition by slowing the leakage of money offshore. By accepting unskilled workers, Canada would be more able to compete with countries like China and India.

Just open the door and cut the BS.

At least they NDP are better human beings with a functioning conscious, it's all ok, they have won my vote. We were all once immigrants, I guess you are one of those that convinced yourself you are more important than the rest of us.
