Veterans across Canada staged protests on Saturday to rally against $226 million in proposed budget clawbacks targeting Veterans Affairs.


The veterans worry that the cuts to the department will substantially affect their benefits, despite assurances to the contrary from the government.


At a demonstration in Halifax's Grand Parade square, dozens of protesters — some wearing their military honours — argued that Veterans Affairs Canada should be sacrosanct when it comes to budget trimming.


Speaking from Ottawa, Michael Blais, the founder and president of the non-profit lobby group Canadian Veterans Advocacy, told CBC News Saturday that veterans should be protected from the negative consequences of the deficit reduction.


"We do not feel that veterans who have served this country, who have been seriously injured, should have their treatment …dictated by a government's policy on fiscal stability," he said.


Cuts in addition to strategic review


Canadian Veterans Advocacy, which organized rallies in several cities including Charlottetown, Montreal and Calgary, called on all "patriotic citizens" to join the demonstrations to show their dissatisfaction with changes to the Veterans Charter, which replaced lifetime disability pensions with lump-sum payments.


In an interview with CBC News, Blais used himself as an example to demonstrate what he characterized as a large inequity between the way funds were distributed before, and the apparently diluted financial support future veterans will receive.


"I've had two back operations, I'm deaf on the right side," he said. As a result of those injuries, Blais said, he is eligible to receive $1,500 a month — tax-free — for the remainder of his life.


By the time he reaches the age of 85, Blais said, he stands to benefit from $2 million through his compensation package.


"At the same time, someone who was injured after 2006, who suffers the same debilitations as I do, gets $140,000. That's simply not fair."


Government to pump $2B into department


In addition to the $226 million in proposed cuts, the veterans point out that Ottawa's Strategic and Operating Review aims to cut five per cent across 67 departments and agencies.


That would result in a further reduction of at least another $175 million in funds from the Veterans Affairs operating budget.


While the government has reminded veterans that it plans to pump in $2 billion into the department, Blais said that money will be offset by the cuts.


Peter Stoffer, the NDP Veterans Affairs critic, said the budget cuts "will have a serious effect on service delivery to RCMP and military veterans and their families."


The protests come at the beginning of Veterans' Week, and at a time when several Canadian veterans have decried what they perceive to be shabby treatment of the country's war heroes by the government.


Privacy breach


Veteran Dennis Manuge, whose service included a tour in Bosnia in 2001, told CBC Radio's The House this week that government officials improperly breached his privacy by going into his medical records hundreds of times.


The case echoes that of Sean Bruyea, who settled a similar complaint against the government a year earlier.


In Quebec, 38-year-old Pascal Lacoste, who served in Bosnia in the 1990s, launched a hunger strike on Saturday in front of Veterans Affairs Minister Steven Blaney's office in order to protest the department's refusal to grant him decontamination treatment. Lacoste contends he was poisoned from exposure to depleted uranium.


Specialists have been made available to help Lacoste, according to a spokeman for Blaney, and the minister is also planning to meet with Lacoste on Sunday.

This is stupid. We chose to send our men and women overseas into what is now the longest military operation Canada has ever taken part in, which is costing the country billions, but then say that because we're spending billions, we need to cut government spending, and then take funding away from VA.

I don't know how Harper can sleep at night. You spend boatloads of money sending our soldiers to Afghanistan, but then turn around and say you're spending too much money so you can't afford to take care of them when they get back.

If you're going to send our men and women overseas, then you have an OBLIGATION to take care of them when they get back. If you can't afford to take care of your veterans, then don't send them to war. If you can afford to go to war, then you can afford to look after your veterans.

i think its sad that the goverment forgets that if it was not for the vets the goverment would not be here were they are today.serving 8 years in the army my self i know how the goverment works they can send us anywere to do a job but when we get home they donot want to no.i still have bad dreams at night think about my friend i lost i cry at remembrance.The goverment donot have those feelings.As far as the goverment is consered were a wast of money when were home.

I can't believe the audacity of the conservative here on the homefront. I'd expect after seeing television commercials I've never seen, about Canadian veterans, to show us our government is taking care of them, but I'm wrong. The Tory government is clearly about military and crime, and it's more than shameful to see them do this. I'd expect this from Republicans south of the border, because they're bricksmashing crazy, but I'm enormously saddened. Twenty Five Billion in ships, but our veterans come after....

The government is proposing cutting 226 million for veterans yet the Tories want to pass C-10 Crime Bill which will cost billions over the next 10 years. The only people who will benefit from the crime bill is the private prison industries like Halliburton which contributes reelection money to politicians.

I agree: the strongest asset on this site are the comments from many of the bloggers. It is a way of sharing knowledge especially of different politicians and the opinions from all parts of the country.

Saw the same thing happen in the States......I saw my Mother's( a Navy Veteran of WWII) benefits cut while she was slowly dying in a Veteran's home. Conservative governments like to support Veterans and their issues when campaigning, but have no problem throwing them under the bus when they need to extend tax breaks to their corporate benefactors. The Harper Government will do the same.

Look south my fellow Canadians becasue what you see there is coming to a province near you. Conservative bleed and mislead nations and they do it well. .

One of the major problems, as governments at all levels strive to get spending under control, is the vested interest groups. In this case rather than saying don't cut any spending, our veterans might be better served if they said to governments these are the most important items we need, as people who have served to protect the nation. Here are some of things that add the least value. The reported number of people in DND who have nothing to do with the basic military services suggest that overall DND and VA should be able to ensure the important needs of veterans can be balanced within the budget. For any group to say no cuts is the starting point are simply doing themselves a disservice. Everyone needs to become part of the solution.

Its sad that our vets, who get worshipped when politicians are looking for votes or wanting to seem patriotic get kicked aside soon after. However the Harper govt has to find the money somewhere for their far sighted, nation building Gazebo Realization Action Board (GRAB) program, so I suppose its all right in the end. Suck it up, vets, ask not what your country can do for you, ask what you can do for our dire need for gazebos in our fair land.

Typical Conservative duplicity. Claim to support the troops, produce a coin to honour them, then screw them with curtailed benefits, budget cuts, and hinder their PTSD recovery but denying them or hindering their care. Oh, and wasting millions on renaming/rebranding the navy and air force as "royal" because that's so much more important than taking care of veterans.

Harper and Mackay and Baird and the rest of the Conservatives consider the troops and our veterans as photo-op props, nothing more. They are just like their Republican counterparts South of the border; all for the troops going off and fighting as long as they are not among them.
