B.C. Mountie Alleges Years Of Sexual Harassment

CBC News has learned that one of B.C.'s highest profile Mounties says she's suffering from post-traumatic stress disorder after years of sexual harassment.

Const. Catherine Galliford was the face of the B.C. RCMP for years. During her tenure as the RCMP's spokesperson, Galliford announced the arrest of Robert William Pickton and revealed charges had been laid in the Air India bombing.

But in an internal RCMP complaint, Galliford makes serious allegations about misconduct inside the RCMP. She shared the complaint with CBC News and spoke with reporter Natalie Clancy about her claims.

"Everything that came out of his [a supervisor's] mouth was sexual," Galliford said. "If I had a dime for every time one of my bosses asked me to sit on his knee, I'd be on a yacht in the Bahamas right now."

Galliford says she faced constant sexual advances from several senior officers from the moment she graduated from the RCMP Academy in 1991.

HE 'PULLED OUT AN APPENDAGE'

She outlines years of harassment in a 115-page internal complaint that the RCMP has yet to respond to, including allegations a supervisor on the Missing Women's Task Force lied to colleagues when he said they were intimate and that he even exposed himself to her.

"He said, 'I have something to show you' ... and pulled out an appendage. He wanted to show me his mole because he wanted to know if I thought it was cute," she said.

"I said, 'Lets go back to the office. We're late. Put it back in your pants.'"

According to Galliford, a supervisor on the Air India Task Force was even more direct.

"One of my bosses kept trying to be intimate with me throughout my time on Air India and kept on taking me on the road trying to have sex with me," she said.

"We don't have any new information to share with the Air India families right now, so why are we going on this trip? And no one said anything, but it was because he wanted to give the perception that we were a couple."

'I COMPLETELY BROKE'

Galliford says the command and control structure at the RCMP means Mounties are instructed to do as they're told, or risk getting reprimanded.

"If they can't screw you, they are going to screw you over. And that's what it became like and so I started to normalize the harassment because I didn't know what else to do," she said.

"It just got to the point that after I had about 16 years of service, I broke. I completely broke."

In 2007, Galliford joined the ranks of 225 B.C. Mounties who are currently off duty on sick leave.

"I've been off work for four years now and I have been diagnosed with post-traumatic stress disorder, agoraphobia and chemical dependency on occasion," Galliford said.

"I was drinking too much to try to bring myself down. I'm not ashamed of that, by the way, because it's like -- walk a mile in my shoes."

Now, the woman who once confidently faced hundreds of reporters is afraid to leave her home.

'CULTURE OF FEAR'

Mike Webster, a consulting police psychologist in private practice, believes Galliford's deteriorating health has little to do with the murder files she worked on, and is directly linked to the harassment she faced from colleagues on the job.

"I don't think there's a female in the outfit who hasn't been approached sexually," Webster said.

"The way her employer handled it afterwards is likely to have had a greater effect on her present mental state than what she went through initially."

Webster says Galliford's allegations come as no surprise.

"Senior executives for decades have been accountable to no one and they've created a toxic work environment, high levels of employee stress and a culture of fear," Webster said.

"It's causing a tremendous effect on the morale of the RCMP, so the grievance process doesn't help them at all. What are they going to do? They turn to ODS, off duty sick ... the RCMP membership calls it 'off duty mad.'"

In a statement to CBC News, the RCMP said harassment of any kind is not tolerated. The force also said there have been eight complaints of harassment in B.C. so far this year.

The RCMP says of the 225 officers in B.C. currently off duty sick, 48 are off duty because of workplace conflict and harassment. There are more than 6,000 Mounties working in B.C.

Galliford says she plans to file a lawsuit against the RCMP.

Post traumatic stress from sexual advances common lets get real here. I agree in the fact that yeah we should alienate the few bad apples in the tree but I mean if she doesn't like it don't hide it. Speak out.

If you hold something in for 16 years, of course your gonna hold a grudge. Women get hit on all the time its a part of life.......move on!

While this is the ugly side of a particular insular culture it is not a singularity. Having worked alongside the RCMP off and on, over a long period of time I can tell you that this attitude of let's say superiority for lack of a better word, towards front line personnel covers a whole gamut of behaviours.

For those of you calling for the replacement of the RCMP by creating another agency must understand that such an agency can't spring up fully functional out of the ground. I can guarantee you that if such an agency was created in BC it's core personnel, including supervisory people would be hired away from the present RCMP population. It would be the same police with the same attitudes just in different uniforms. The attitudes prevail because the RCMP brass did and continue to oppose the creation of an RCMP union and therefore there is no one to confront the abuse, except the individual officers like Galliford.

An effort to replace the policing apparatus in Canada would be difficult. For one thing, one would not wish to 'rehire' any existing police, or their relatives. Secondly, their records and IT infrastructure would need to be retained intact. And how to train several thousand civilians, assuming they could be found to fill the positions? Note that all innocent police caught up in the sweep would likely develop resentments at being lumped in with the 'few bad apples', and might be at risk of committing sabotage against the effort, or worse. And what of organized crime? Would they take advantage of the chaos of transition to smuggle more drugs and guns into Canada? Almost certainly.

It would be a difficult task.

I think a lot of people are missing the point here.
THIS IS NOT ABOUT HER LOOKS.
This is about men in uniform abusing their positions of authority to dominate and intimidate a colleague.
Harassment in the workplace is a power-play.
The RCMP is fundamentally flawed from the top down. Maybe it is time to be reformed, actually it is time to be reformed, these abuses need to be stopped now.
There needs to be an independent Judicial Inquiry, the organization is fundamentally flawed.

It is sickening if those we trust to keep ourselves safe have become the ones we have to keep ourselves safe from. I feel for this woman and can just imagine the anxiety she had to live with so long. We applaud you ms Gilliford. The government really needs to clean up and fire the rotten apples. It must be hard for those cops who going above and beyond their duty to do their job and one rotten apples comes and clouds it for the good ones.

I am not so sanguine about accepting public statements from RCMP personnel at face value. IMO, they are so far into karmic receivership from their actions over the years, that they will do anything (anything) to up their reputation in the public eye. How could allegations of sexual misconduct be spun into a positive light? Through the vehicle of a cynical media circus in which the appearance of judicial process lends the appearance of reform to the force.

Forty or so officers 'off sick' can do a whole lot of clandestine Internet information warfare, while they are at home and being paid to do 'nothing'. Imagine if some evil corporation had a bunch of 'graphic designers' on the books as employees, but who never really did any graphic design work for their firm. What might they do otherwise while people thought they were at work?

I served with the RCMP from 1975 to 1980, was one of the first females stationed in Ontario.
Catherine's comments brought tears to my eyes, now 32 years later my emotions are still hard to control. I felt that she was relating my story. I know of others having the same story. The RCMP has failed us all . I was discouraged from taking legal action but on reflection if I and the other female members had,Catherine would not be in this position today. The Force is very good at "cover-ups",and internal threats that would make the Mifia look like Disney.
I wish Catherine good luck and the very best of health and my apologizes for not being strong enough to do what she is doing. Good for you.

Give yourself a break, a big break. At that time there is no way you could have come forward, even in numbers, and not suffered severe repercussions, including, I believe, physical danger. Police officers rely on each other in the field, and if one is seen as disloyal, well... I'm not sure anyone would have had your back. There are times when coming forward is not possible.

Years ago while flipping channels I came across her giving a media interview in her uniform. She was absolutely stunning (Hollywood looks) .... Sadly I know a few cops and they are very competitive and I would see her as a challenge for them to conquer... Sometimes some women are just to attractive ...I think its just human nature for some of the males species...

Power and abuse are human nature? What?

By the way, whenever women are targeted with sexual advances — it's power, remember, not lust — it doesn't matter how they look. They are still bullied in this fashion.

I always wondered what happened to her. She was so prominent as a spokesperson during the Pickton investigation. I suspected then that she was used as the face of the force to put a pretty face on it, but no idea what was going on behind the scenes of course.

I remember watching Const. Galliford on TV back in the days of the missing womens' case in Vancouver. I could not help noticing that she was very beautiful. Who knew the cost she paid for this?

Time for an all inclusive, in depth and public inquiry into the RCMP's business practices. There's simply too much questionable behavior coming out of the organization; from tasering through Pension governance concerns to sexual harassment.

Or maybe ........ against the professional advice of industry experts why not just build a bunch of un-needed prisons and cut millions of dollars of benefits owed to Military and RCMP Pensioners.

While there are some very legitimate cases of RCMP members ODS, there are also those that are using the system for their own purposes. In an attempt to avoid a union, the RCMP created all kinds of policies that protects all members, both good and bad. They need to adjust the administrative process to weed out the bad apples more quickly.

Anyone who follows AOL should know how many men are lead by their lower head. Over & Over & Over again it is PROVED how men abduct young girls & keep them as sex slaves also how one current story reveals how a coach was caught naked buggering a 10 year old boy !! You don't think prostitues and all kinds of porn movies & magazines & books are a lucerative business because men are not OBSESSED with sex. Your head must be in the sand if you are not aware of what occurs. Plus; police DO tend to be more power hungry, like politicians. Humans in general are VERY flawed.
Not too long ago a man was keeping women handcuffed to plumbing pipes in his basement, abusing them in many wayts; then killing them, feeding them to the other women & eating them himself. That is only one of thgousands of such horrors that occurs every year just in the USA.

To be fair, this is not an indictment of all men. And, the issue is not sex but POWER. Sex is used as a means of abuse and those men — and some women — use their positions of power and authority to abuse and humiliate people emotionally, intellectually, spiritually and sexually.

The one thing that will make politicians take notice, & take action is if this woman wins a huge settlement. I hope she sues everyone in sight, including the knuckle draggers she worked with, & the RCMP as well.

As a journalist I've worked fairly closely with various detachments and divisions of the RCMP for years, in 6 different provinces. One of the officers I worked with on occasion was Const. Galliford. In our dealings I found her to be trustworthy, forthright, and willing to work with the media as professionally as possible.

Also In my time around the RCMP I have seen their best and their worst. The vast majority of the Const. and Sgt.'s I've had professional dealings with have been good people doing a hard job. I covered the Mayerthorpe Masacre, and watched as they rallied around each other in the worst of possible times. And I've seen a handful of RCMP completely abuse their authority, and know of at least one Const. who had to get a transfer to another detachment because of sexual harassment.

The bad apples are spoiling the bunch, and we need an overhaul of the force to weed out the rotten ones. That a Const. of Galliford's calibre has been forced onto ODS (I have no reason to doubt the credibility of her statements) due to the actions of her fellow RCMP members, is simply unacceptable. Canadians deserve the best force possible, and that can't happen when we're losing some of the RCMP's best members.
