Pickton Inquiry: Catherine Galliford, Mountie, Says Investigators Were Indifferent

Catherine Galliford

A high-profile Mountie who recently came forward with allegations of sexual harassment in the RCMP has now made sensational new claims about the investigation of serial killer Robert Pickton.

Cpl. Catherine Galliford told CBC News earlier this month about abusive treatment inside the national police force, including sexual advances from several senior officers.

Galliford was the RCMP's spokeswoman during the Robert Pickton investigation and is scheduled to speak at the ongoing inquiry into the case, and told CBC News some of what she will reveal at the inquiry.

Galliford says she saw numerous problems inside the investigation, including investigators who were more interested in padding their paycheques and drinking alcohol than catching a serial killer.

"They would break between noon and 2 p.m. PT to just drink and party and go for lunch, but then they would go back to work on Friday and claim double-time," she said Wednesday.

"There was a police indifference and that, I believe, is why it went on for so long [to catch Pickton], and why so many women lost their lives."

Internal disputes

Pickton was eventually arrested in 2002, when a junior officer who wasn't working on the missing women investigation obtained a search warrant related to illegal firearms. The arrest set off a massive search of Pickton's farm, where investigators found the remains or DNA of 33 women.

Pickton was eventually convicted of six counts of second-degree murder, though he has claimed that he killed a total of 49 women.

Galliford joined the Missing Women's Task Force, which was hunting for a serial killer in the Vancouver area, in 2001.

She says she learned after joining the force there was a lot of information pointing to Pickton, but couldn't understand why police weren't trying to obtain a search warrant for his farm, where the remains of women were eventually found.

Galliford says there were internal squabbles and petty jealousies inside the task force, which was comprised of RCMP and Vancouver police officers.

Becoming a target

She says she became a target, and that at one point an officer from the Vancouver Police Department told her — in front of others — that he was writing a story about Pickton in his head.

"He said, 'I have a fantasy about the ending, and it's about Pickton escaping from jail, stripping you naked, stringing you from a meat hook and gutting you like a pig,'" Galliford said. "And they actually started laughing and fist-tapping each other."

RCMP spokesman Sgt. Peter Thiessen said in an email to CBC News that he would not respond specifically to Galliford's allegations.

"It would be inappropriate for us to comment on anything relating to the ongoing Missing Women Commission of Inquiry," Thiessen said.

Thiessen also said the RCMP had received a statement from Galliford and her allegations are under review.

Galliford is currently on sick leave from the RCMP, saying years of harassment led to post-traumatic stress disorder and other psychological problems.

Galliford is scheduled to testify at the inquiry some time in 2012, when she says she will reveal more about the Pickton investigation.

Courageous woman! I wonder if she'll be hung out to dry by the good old boys of the RCMP? I have absolutely no reason to doubt her! Quite a chilling story of her "I-have-your-back-colleagues." What a great work environment for someone with integrity.

I can see a made-for-tv movie in the works with Camilla Scott (no stranger to an RCMP uniform) as Catherine Galliford. It is a story that needs to be told.

It would seem the reputation of our "revered" mounties, has suffered somewhat of late.

It takes a lot of guts to come out against a massive organization, and even more when they are the police! I applaud Galliford for her bravery. If more women stood up for themselves like her, maybe we would have eradicated this kind of inexcusable, animal behaviour by now. I hope more and more come forward.

What's that sound I hear. It sounds a lot like an axe grinding.

Then you must hear a lot of axes being ground. Other women have come forward which adds credence to Catherine Galliford's claim. After the axe swinging, the harassing officers of the RCMP will have no forest left in which to hide.

It just seems odd that the CBC would get a quote from a disgruntled officer regarding the behavior of officers regarding an investigation that nothing to do with her sexual harassment charges. This woman has an axe to grind with the RCMP and she may or may not be justified. Apparently you've already judged this case. Maybe she has a drug and alcohol problem and is using her perceived problems at work to justify it.

No wonder the Pickton case took so long to solve. Apparently VPD's finest think hanging women from the ceiling and gutting them like pigs is one hilarious way to administer good old-fashioned justice to uppity broads. Doesn't sound like their supervisors are really too worried about them goldbricking while they're at the public trough, either. Maybe the VPD command structure is the PIG that should be gutted. Who is policing the police? The public should. The police department should be directly subordinate to a citizen-appointed group responsible for auditing and overseeing all police operations. All new recruits should be screened for personality disorders. All police who do not perform their job professionally and with respect for the citizens they are supposed to protect should be fired.

This type of activity happens within a closed culture, whose members have a belief of superiority that occurs when the group is able to act with impunity based on a sense of entitlement.

Why are people on this site so quick to believe everything they read ? I am not trying to say this woman is a liar, but since when do open minded people make snap judgements on others before hearing all the evidence ? If she is telling the truth about the alledged harrasment against her, then don't you people think that she may have an axe to grind with the RCMP ? I don't know what to believe and guess what ? neither does ANYONE else on this site. Grow up people, try not to believe everything you read, try to use your noddles and think objectivly. (Sorry about the spelling and grammer, not a strong suit.)

Why do people who have never commented on another piece jump in and take the side of the RCMP? The fact that people find this woman to be credible hardly means they believe everything they read. I hope you're getting paid well, you've got a tough road ahead of you here.

This Lady has guts. If I were her I would seek protection. ( not from the Po-lice ).

Who do you go to when the police are out to get you? I suspect many civilians as victims of police brutality would appreciate an answer to this question.

I cannot imagine how this woman went on day to day, doing her job. Nevermind that she had an incredibly responsible job...that would be stress enough.
To have to prove herself even more because she was a woman & then to endure harassment constantly...I just can't imagine how she remained so 'above it all'.
Obviously all of this took its toll, greatly.
We can only admire & thank her for stepping up, putting herself in a very dangerous spotlight, to try to bring those to justice who deserve it & to force the powers that be to do their jobs & weed out the (understatement) unqualified.

I was actually working as a reporter at the time and attended many of those Press Conferences. I remember how stressed she looked but thought it was due entirely to the subject matter she was presenting. I'm a bit embarrassed by the way I objectified her sexually in my mind but she is really stunning in person (not an excuse). I feel terrible for this woman. She's given everything up and is putting herself out there. I really proud of her strength and admire her resolve. I agree with Cpl. Haliford, I have no idea why women join the RCMP.

RCMP lost my trust 5 years ago when i was in Calgary and got pulled over doing 5km over!! No lie. I had Ontario plates. The cop was a total douch and i was trying to be polite. He yelled at me and said something along the lines of go back to Onterrible. I was baffled the rest of the day. I have a friend, or ex-friend now who is in the RCMP and he patrols native reserves in Manitoba and he laughs about how he beats up "indians" as he called them.
