Animal community control officer, James Mclean holds onto Sira at the South Region Animal Centre. The centre runs an animal rescue shelter. Many of the animals (like this one) are stray dogs from Montreal that are resettled with families in TO, kind of a canine underground highway.

MONTREAL - Homes are being sought for more than 600 dogs found living in squalid and inhumane conditions two months ago.
The dogs were discovered in mid-September on a rural property in western Quebec.
The operation was described as the largest dog rescue in Canadian history.
The canines were living in poor conditions without sufficient food and water.
They range in age from puppies to fully grown dogs and different breeds are represented.
Humane Society International/Canada will put the dogs up for adoption after reaching a deal with ANIMA-Quebec, a provincial government agency.
The discovery of the dogs was just the latest in a series of disturbing animal-abuse cases in Quebec that have made headlines in recent years.
The province has long been considered the puppy mill capital of North America, with an estimated 800 unregulated breeding operations in Montreal alone.
In August, nearly 40 malnourished huskies were found chained to trees on a property northwest of Montreal.
Reports in May of animal suffering at Montreal's privately held Berger Blanc pound also shocked many across the country.
Videos of cats and dogs suffering, as well as images of questionable euthanasia practices documented in a Radio-Canada report, prompted widespread criticism.
Daniel, also known as the Miracle Dog, relaxes on the steps of his new home in Nutley, N.J, Wednesday, Nov. 16, 2011. The beagle mix got his name after it survived an Alabama dog pound gas chamber. Volunteers named the dog "Daniel" after the biblical figure who survived the lion's den. The family received the dog on Nov. 10 from Eleventh Hour Rescue, the organization that took possession of him last month. Dwyer said Daniel has become fast friends with the Nutley family's other four pooches -- two dachshunds, a beagle mix and a pit bull mix.

Quebec will never change. Animal abuse is a culture in that province. And please, no "oh, you just don't like Quebec" responses. Ask anyone that lived there for any time.

This breaks my heart. Hopefully one day we will be able to move out of our condo and into a house, and adopt some dogs. Poor things, dogs are such loving creatures.

"I hope to make people realize how totally helpless animals are, how dependent on us, trusting as a child must that we will be kind and take care of their needs ...[they] are an obligation put on us, a responsibility we have no right to neglect, nor to violate by cruelty." - James Herriot, (English Veterinarian and Author)

A formal Challenge from The Pro Marriage Counselor!
As soon as I read this article, I visited the site at www.hsicanada.ca/savedogs and showed my wife the moving video there. We have submitted our adoption application and I formally challenge you to do the same!

If my two dogs weren't so old (15 and 13) and if I knew I'd have my house for the next couple of years, I'd do it. As it stands, all I can do is donate my pennies here and there to local rescues.
But good for you!

Donating to the local rescues is a great idea. They always need more money to cover the expenses involved in doing their work - gas, carriers, food, vet bills, etc. - and all the money goes to help the animals.

Thank you. I've followed up with an e-mail and phone call. Sounds like they're very busy right now, hopefully adopting lots of these dogs! I hope to hear back from them soon.

Why didnt they indicate the names of the cowards behind this? When will they make an example of these lowlifes and put them in prison for 10 years!!!!!

It's unreal how bad we are here in Quebec when it comes to animal rights.
Another aspect that isn't discussed here is that we have the highest animal abandonment rate in north America. July 1st is the universal moving date here in quebec (since leases expire) and it is shocking to see how many people just leave their pets like they were furniture in their old apartment.
RDX: It's unreal how bad we are here in Quebec when
the morons that run our country, provinces and municipalities are so focused on breed specific nonsense they miss the entire point - there is no such thing as a bad breed/dog - there are too many bad owners. Puppy mills are a sign of the societal value of animals which is a sad indictment of ours - operators are no better than drug dealers.
Legislate against the offending owners and abusers

Canada has the worst record of not dealing with animal abuse. Its like its not an important issue and not just in Quebec. Most times people get a slap on the wrist and get told, now don't do it again.
If judges had any smarts (which is questionable), they would realize that animal abuse is a sign of deeper issues and leads to horrible crimes. Its shows lack of empathy and sociopathic personality. But, it is ignored and becomes a vicious circle.
I have been involved with shutting down 2 puppy mills in S W Ontario and the people accused got a 1K fine and a warning. The sentences should start with a year in jail and confiscation of their property and maybe they will think twice of doing it again. BUT OH NO, thats too harsh. In both instances the people were up and running in a year.

Well said. I agree totally. I don't believe that punishment is harsh enough ANYWHERE for this type of criminal(and they need to be addressed as criminals). Animals were not put on this earth to be treated like this. They were put here to be serviceable and a comfort to people. Until harsher penalties are put on the abusers this mistreatment will NEVER change!

Animal protection laws in this county and around the world need to be addressed. All to often this crime is awarded with a slap on the wrist or a small fine. These individuals need to be punished and made an example of. But that can only happen if the laws in this country are changed to protect these poor innocent defenseless animals. The article states that there are 800 of these unregulated mills in the Montreal area. They need to be shut down not only in Montreal but all over the country. The millions of dollars doled out by our govenment on worthless studies can be reallocated to the defence of our four legged friends. Our politicians need to be made aware of this. An article in the HP yesterday described a faithful dog who wouldn't leave his/her deceased owners grave is an example of how dedicated our furry friends can be. In return we need to be dedicated to them. Don't let this happen any more. Please donate anything you can afford to your local SPCA or contact your local MP/MPP with your concerns. Thank you.
