Harper's comments came Friday in Vancouver in response to a question at a brief news conference following an event at a downtown science centre.

"No, it will not happen under our government," Harper said. “We're very concerned about the spread of drugs in the country and the damage it's doing and as you know we have legislation before the House [of Commons] to crack down."

This week, four former Vancouver mayors endorsed the Stop the Violence Coalition, which is comprised of former police officers, a judge, medical leaders and B.C.'s former chief coroner.

The coalition's founding principle is that regulation and taxation of marijuana would stop most of the violence associated with the drug trade and make pot less accessible to children.

Current Vancouver Mayor Gregor Robertson has said he agrees with the coalition's goals.

"We see the impact on the streets. We see the gang activity that's largely funded by the marijuana trade, a huge industry here in B.C.," Robertson said. "There's no tax revenue flowing from [it], so I think it's time for reform."

Protester's bike damaged

About 60 protesters gathered outside the science centre during the prime minister's visit, but tight security kept them at bay.

There were no injuries or arrests, but one protester's bicycle was damaged as the van carrying Harper was being driven away from the morning venue.

"My wheel has been taco-ed," said Holly Hendrigan.

Another protester, Mathew Cagis, said he saw what happened.

"As soon as the van went by, I heard the crunch and grind," Cagis said.

A man in street clothes, who identified himself as an RCMP officer, stepped forward and said the bike would be repaired.

"We will take care of it. I just need your name and phone number, ma'am. I apologize for that," the officer said.

Hendrigan asked if the prime minister had a bike repair person in his entourage.

"We will do what needs to be done to make it right," the officer said.

Renovation funding

Earlier, Harper and B.C. Premier Christy Clark announced the federal and provincial governments are each contributing $10.5 million to the $35-million renovation and expansion of the science centre, now called the Telus World of Science.

The prime minister's visit to Vancouver continues through Sunday, when he will attend the Grey Cup game at BC Place Stadium.

I am surprised that no one is screaming about this:

Have we become such complacent sheep that we no longer recognize when our power is being taken away from us??

Let me make this clear: WE have the power as people to say yes or no. The government is simply there to do the people's will. If the people will it, then the government must abide, or be kicked out of office.

It seems like we have all forgotten that the government works for the people, not the other way around. It's time to get mad.

simple fact here. if I Called a cigarette a drug and it killed 480,000 people a year or more would you call it a bad drug yes. cannabis deaths 0. why didn't they legalize it yet???.

People go to jail just for smoking cannabis in Canada.Go For The Real Criminals Harper.

Yes Mr. Harper and his conservatives would rather support a multi billion dollar illegal industry that contributes nothing to taxes. Why is he so scared about a drug that is not chemically addictive, can not be overdosed on and is less harmful then alcohol. With the tax money from weed alone half the deficit could likely be wiped out. There's no doubt lobbyists from pharmecutical companies and donations from shell corporations owned by organised criminals who pose as pro law people help to nurture his backward attitude to the drug. Pull your head out of your ass Steven....the plant exists for a reason. You plant a seed, let it grow, dry it and smoke or eat it and feel good. Every other drug is man made or has to be processed somehow like alcohol and prescription drugs. A real conservative would be smart and see the advantages and the money. You would think a 'musician' would know better!

My understanding is the NL have made it illegal for tourists to consume/purchase cannabis. There are issues with cross border traffic in towns bordering other countries.

incorrect understanding. i have lived there 2009-2010. all people over the age of 18, while in the netherlands, can easily buy marijuana at a coffeeshop. you can openly smoke it there in the shop or in any public place (such as on the curb, sitting on a street bench, in a park, outside the train station, walking down the street, on a bridge over the canals, at an outdoor cafe/bar/patio)

Dear stephen,

This is no longer a wedge issue. The majority (including your winger base) want this legalized. Between ambiguous F15 fighter jet maintenance costs and paying for engineless submarines, you yourself would benefit from the inevitable revenue. You might even save some face on your own fiscal mismanagement. I bet you will even have enough left over to build your "super jails" without having to throw the cost down to the tax payer.

While we're at it, the omnibus crime bill is a partisan travesty. Bundling child porn penalties with weed laws is an obvious, unjust and ideological move. These are not equivalent offenses and need to be assessed independantly.

Enough posturing. You're wrong on this. Admit it. Fix it. Move on. It's why (I'm assuming) your constituents voted you in.

Make no mistake. This is no war on drugs. This is a war on the citizenry who by and large don't care whether you smoke pot or not. It will also serve to keep a black market strong, and that's where the gangs come in.

North American governments are missing the biggest tax revenue opportunity in generations. Fools.

I thought the Libs already decriminalized marijuana?? -- Maybe the Cons re-criminalized it?
I recall there being only fines for anything under 28 grams or an ounce of pot... Am I wrong about this?

Harper is just a Reaganite. Plain and Simple. He worships Raegan, therefore he does as Reagan did. And our economy and society will have to live with the outcomes... Canada's national identity is undergoing a radical makeover... Let's hope we put an end to this in 2015

Can he or anyone for that fact, dispute that the war on mj is a failed practice on a national as well as international level? A failed practice with only negative results to show for?

Countries and areas in the world that have legalized it, have seen a variety of positive economic and social results. Among these results are economic growth due to legal businesses opening up, increased revenues for the govt, and drop in drug related crimes as well as drug use.

Canada was rational enough to re-legalize hemp cultivation in 1998 and has benefited from this in various ways. It is not by chance that cultivation was encouraged by the Crown as early as 1801 and contributed to the growth of the nation.
It is time for the govt to show rationality and legalize mj and allowing the nation to actually benefit from this age old custom instead of conducting a war that only produces negative results.
