The incident happened in the first period of Chicago's 4-2 win over Calgary on Sunday.
Seabrook was slammed headfirst into the glass from behind and remained on the ice face down before he was helped up and skated to the bench on his own.
"(Bourque) fails to minimize the dangerous play to an acceptable agree. ... and it is important to note Bourque has never been fined or suspended," NHL disciplinarian Brendan Shanahan said in a video ruling.
Bourque was assessed a major penalty and a game misconduct on the play. He will forfeit US$36,036.04 in salary, which goes to the Players' Emergency Assistance Fund.
Bourque will miss home games on Tuesday to Minnesota and Thursday versus Detroit. He will be eligible to return Friday at Vancouver.
