The federal government is accelerating and deepening its plans to eliminate the deficit despite slow growth projections and a lacklustre job market.


Several major government departments have been asked to come up with a plan to cut spending by 10 per cent over the next two fiscal years — that is, by the end of 2013-14 — CBC News has learned.


That's a change from last year's budget, in which the government promised to find savings of five per cent in annual program spending by the end of 2014-15.


To achieve that, the government had originally asked all federal departments to find between five and 10 per cent worth of savings over three years.


Now senior government sources say the overall cut to program spending at the three-year mark will be higher: about 7.5 per cent of current spending levels.


Several major departments have been asked to participate in the accelerated cuts, including Public Works, National Defence, Foreign Affairs and CSIS.


Deputy ministers told to cut faster


Just before Christmas, the Conservative government's special Treasury Board subcommittee that was overseeing the cuts concluded its consultations with senior bureaucrats.


Sources say that during those consultations, Treasury Board President Tony Clement pulled some deputy ministers aside and told them they had to go further. They learned their departments were expected to find cuts of 10 per cent over two years.


Canada's largest public service union, the Public Service Alliance of Canada, says Canadians should be worried.


President John Gordon says the original plan to cut five per cent over three years would have badly harmed services. He says going any deeper or faster could be catastrophic.


"That's going to be devastating to the services that are provided," he said.


Gordon pointed to ways in which Canadians are already feeling the loss of services — from long delays for employment insurance cheques to the loss of search and rescue services based in Newfoundland.


He said more severe cuts will make for an even grimmer outlook.


"All of those things are there. We've asked the question but we can't get answers. Nobody will speak about it. All they keep [saying] is, we'll hear when the budget comes out. Well, that worries me," Gordon said.


He's heard many rumours that the government's target for the cuts has been getting larger. But because the consultations have all been behind closed doors, his union is unclear what the result will be.


Politically, the government may be trying to accelerate the worst of the cuts in order to give itself more than a year between the end of the cuts and the next federal election, slated for fall 2015.


That revised schedule would give the Conservatives some time to do damage control.

While corporate Canada always had a voice in political matters, it was Brian Mulroney who first moved lobbyists right into government. And now Stephen Harper has also cut out the middle man.

His first defence minister, Gordon O'Connor, went right from lobbying for military contracts with Hill and Knowlton to helping to decide which of his former clients got to cash in.

Bernard Prigent, the VP of Pfizer, was appointed to the governing council of the Canadian Institutes of Health Research, the federal agency that distributes about a billion dollars annually for health research.

Guy Giorno, Harper's former chief of staff, was one of the most influential lobbyists for the oil and gas industry, and his new chief of staff, Nigel Wright, was with the firm given the sole source contract for our new fighter jets.

And if you don't think that corporate Canada is in charge of the country, why are they getting further tax cuts, while Canadian citizens are being told they will have to tighten their belts?

One issue that will face Canadians in the future is Ottawa's accounting for its public sector pension plans as shown here:

The pension shortfall actually adds $80 billion to the overall headline debt numbers since Canadian taxpayers are on the hook, one way or another.

They should be making cuts. We cannot afford all of the programs and spending from all levels of government without tax increases that no one wants. Politicians would gain a lot more credibility however if they started by making cuts to their own perks, pensions and salaries. It's a lot easier to get the public on side for the necessary cuts if the decision makers show they are willing to share the pain. Politicians seems to have more appetite for inflicting pain on others while leaving themselves immune.

I haven't read all the details... but it might be cheaper to go ahead with the project than trying to bail out.

Remember the Sikorsky helicopters? The Sea-Kings are still flying... but are not really reliable, and the replacement will cost more (for less)

I agree with your cut suggestions. I would include scrapping the omnibus crime bill. It will be very costly to all levels of governments and has some major flaws.

Your concern is shared with me. His first cuts were aimed at the worker bees while the cost of being governed is increasing in the more costly way...irresponsible in my opinion.
2015 cannot come fast enough.

Harper is just another Trickle Down Conservative. He will continue to give to the Wealthy in the form of Tax Cuts, which will be balance on the backs of the poor and Middle Class in the form of Cuts to services. With more cuts to services we will see more poverty. With more poverty we will see more crime. Then Harper will tell us, "Look I built these new prisons, so we are ready for these new criminals" Its a sick twisted circle.

Harper is americanizing us....that appears to be his driving course.
I once saw a video clip on Harper talking to other conservatives... before the last election was announced. I found it quite disconcerting. Harper was calling all other politicians faschist in a passionate manner....angry. I doubt that clip was meant to be shown.

But, of course, corporate tax cuts are sacrosanct, even in times of monumental deficits. We can't expect that campaign promises to citizens really matter and should be honoured, because that would cost too much.

Thanks to the CONservatives, we're becoming a light version of the US, and if they aren't stopped, we'll lose national health care. The Canadian government needs an exorcism to be rid of Toryism!

If the Harper Gov. wants to cut things, here's a start that most of us Canadians wouldn't miss.

Cost of senate: $7,468,722 2006 (Pre-Harper), $13,872,822 2011-2012 (Harper has Appointment 43 to date)
30 more seats to the House of Commons: $18.2 million + per year (The Canadian Taxpayers Federation)
F-35 Fighter jet: $17.6-billion - $30.0-billion over 30 years (Gov. low ball, critics high)
Corporate tax loopholes: ???

They wanna cut something for real, how about their own pay and benefits.

I have a really hard time with a group of people who can't stand the idea that gov't workers get a pension after 20 years, but are perfectly okay with walking off with a few hundred thousand tax dollars after only 6 years.

These cuts are necessary, we don't want Canada to end up like Greece. But I think certain things like CSIS and education assistance to provinemces should be spared.

They are not necessary. Why not cut corporate welfare and eliminate the corporate tax break as well as deductions for the rich instead? That would be, objectively speaking, much less destructive to the already fragile economy.

Not sure where you are getting your numbers. According to the CIA world fact book, as of 2010 the numbers were:

Canada 84% (15th highest in the world)
Greece 143% (4th highest in the world)
USA 63% (29th highest in the world)
Japan 200% (2nd highest in the world)

As of 2010 we were worse off than the States, but much better than Greece.
