Two-thirds of Canadians believe that foreign ownership of broadcast and cable companies would lead to less Canadian-made cultural content, a poll commissioned by Friends of Canadian Broadcasting suggests.

In an online survey of 2,022 adult Canadians, 77 per cent said they believed that Canadian media was “too important for culture and national security” to be foreign owned. Only 23 per cent said they believed Canadian media owners should be able to sell to foreigners to be competitive.

Sixty-five per cent of respondents said they believed if foreign companies gained permission and acquired control of Canadian broadcasting and cable companies, Canadian content on radio and TV would decrease. Eighteen per cent said they thought it would remain the same, five per cent suggested Canadian content would increase and 12 per cent said they didn’t know.

The poll comes as Ottawa debates relaxing foreign ownership rules in the telecom sector in order to increase investment and spur competition.

Friends of Canadian Broadcasting asked the same questions in previous polls in 2007 and 2010, and the sense that foreign ownership would result in less Canadian content has only grown.

“There is a continuity here,” Friends spokesman Ian Morrison told The Huffington Post Canada. “Canadians fear what will happen when there is foreign control over their communication system.”

“They think that communications is pretty important for the future of the country and it’s too important to allow it to fall into foreign hands. That seems to be the standby position of a good majority of Canadians,” he said.

Current regulations prevent foreigners from owning more than 46.7 per cent of broadcasting or telecom companies. According to the federal government, "Canada appears to be one of the few advanced economies with significant restrictions remaining in place."

Many consumers have complained of a lack of competition in telecoms, particularly when it comes to cellphone service, and the Harper government has shown signs it is interested in opening up telecom to greater foreign investment, such as its decision to override the CRTC and allow Egyptian-owned Globalive to set up Wind Mobile.

But the government’s desire to open up telecom infrastructure may clash with the desire of many Canadians to protect media content from foreign ownership. Owners of telecom infrastructure, such as Bell, Rogers and Shaw, have invested heavily in TV and radio properties in recent and are now major owners of Canadian media content.

At least partly because of this convergence, some media companies are asking to be included in any relaxation of foreign ownership rules. (It was reported last month that Postmedia, owner of the National Post and many other newspapers, has hired a lobbyist for that purpose.)

It’s for these reasons that Friends of Canadian Broadcasting and other groups concerned with protecting Canadian cultural content believe it would be impossible to allow foreign ownership in telecom but not in media.

Some in the industry have suggested a “separation of pipes and content,” to allow foreign ownership in telecom and cable TV, for instance, without foreign ownership in content. But that idea is largely seen as a threat to the business models of large conglomerates like Bell, Rogers and Shaw, and is unlikely to be proposed.

The Friends of Canadian Broadcasting online survey was conducted last year, from Nov. 4 to Nov. 10, and has a margin of error of +/- 2.18 per cent, 19 times out of 20.

Asked why Friends waited so long to release the result, Morrison said he wanted to tie the data with a decision expected by the government on foreign ownership in the telecommunications sector.

“Now that Harper has a majority, there have been rumblings about changes in these statutes and we just thought we would put on the table what Canadians think,” he said.

I know this had nothing to do with TV, but we could use some competition in the Automobile Insurance Industry. I lived in the USA for many years. Companies like Geiko and Progressive drove the insurance rates down and ended the cancellation fees etc. This is an industry that has a stranglehold on the people.

It doesn't matter that much if Corporate Fascism is home grown, or imported. It's aim is to enslave workers as much as possible. They call it, "productivity"; -Work a lot harder, for a lot less pay. It's also easier to control pricing. As I write, the price of gas in Montreal, is 1.41. It's the price I paid long ago when the price for a barrel of oil was 150, yet, the price now is 100. It's not hard to figure it out; unless you're a rocket scientist ! How can one not worry, and be happy ? You tell ME !

Now, if we could only do something about the present monolithic Canadian ownership: Quebecor, SunMedia --- oh wait, the Sun chain is owned by Quebecor --- CanWest --- oh wait, this greedy giant ended up flaming out with PostMedia Network rising from its ashes. Having worked for a couple of family owed local papers, I have a soft spot in my heart for those smaller papers that managed to report on news from across the country through a co-op effort called Canadian Press.

Candian media outlets rarely support and promote Canadian shows, actors,films, theater, artists, filmmakers, and even musicians. Which I think needs to be addressed. I do think our Canadian media should be owned and run by Canadians. Although, when talking about shows and all the other things I listed you wouldn't even know Canadians produce anything all we ever hear about are American shows, etc.

Wow, the results of this poll show how well the marketing from Rogers/Bell/Telus is working. This isn't about a TV takeover of Canadian shows. It's about competition for cellular services. While you think you are fighting for Canada, you are really fighting for the 'big 3' who gouge us with over priced cell phones and services. We must have foreign cellular so there is actually competition. If 'Vodofone' for example came to Canada, they would force Bell/rogers/telus to actually offer fair prices on basic services. Look at an average cell phone plan in Canada costs, compared to other countries. We are getting ripped off by 3 major corporations who lobby endlessly with the CRTC to make sure they keep their 3 part monopoly. Competition is good for Canadians, and bad for big business. Don't feel bad for them, Bell media made 4.3 Billion last year.

"Telecom" is phones. The article was about TV media and Telecomm media. The reason for the fight is because Bell/rogers/telus do not want new telecomm competition. They are not spending millions in ads to persuade canadians because they are worried about canadian content on TV. It's all about telecomm.

I find it hilarious that Canadians become UBER-NATIONALISTS any time we mention a Canadian industry. We have CRTC content laws that would force foreign owned media to produce Canadian content. Why do our companies continually need government protection from outside competition? If these companies were worth their salt, they could withstand the pressure.

They need protection because it is not in the interest of any foreign owned company to seek out and promote local talent anywhere - their biggest profit is from marketing the same thing everywhere.

It is reasonable to ask of a company - you want to sell your product here, you should make it here.

Please learn some basic economics. Business exists to make profits otherwise they do not exist at all. It is absolutely unreasonable to claim what you ask for. Unless you want to become a poor country I suggest you revise your thinking about protectionism and international trade.

Agreed.

The corporate media in this country by and large do as little as possible to produce or promote anything Canadian. I'm not sure what the deal is with CTV, Global and CITY being able to just forward US shows to their viewers - I see they get to make ad revenue but what use is it to the consumer?

Wow-- the video at the bottom of the article featuring Mel Hurtig and how the conservative media gets across it's agenda (which does not reflect the majority of Canadians) is very concisely put. When you read/see a story quoting 'stats' or 'facts' or 'surveys' from the Fraser Institute, the Canadian Council of Chief Executives, the Conference Board of Canada, be wary.

As is mentioned, media concentration -- the owning of newspapers AND tv AND radio stations by only a few companies is something to be mindful of...especially if those same companies also control the means to 'shape' the internet, throttle traffic & squeeze out media sites they don't own.

Well I believe its important that Canadian media is run and owned by Canadians, I have worked for American telecom and I will say us Canadians get ripped off here in the north. We have half the services for twice the price. If bringing in foreign competition for our telecom companies would be better for the consumer, and allow for more investment in the telecom infrastructure in this country, I say why not.

Cheaper isn't always better. I think we're paying for quality and coverage.

We get our money's worth with CBC, if you compare their programming to any cable channel's endless "reality" tv and talk show drivel.

Some of our telecommunications companies put a lot of money into covering northern areas and remote places, of which Canada has a heckuva lot. Would the cheaper competition have a tower in Stanley Mission? Uh-uh. They've serve the high-density strip and take the profits away, and let the Canadian companies struggle to cover the north resulting in higher fees.

This site is foreign owned. Seldom do I find much of value here (except from the posters) as it is primarily Canadian news through an American lens and slant. You get what you pay for which goes for the quality of the journalism.

The editors here on the Canadian page are both Canadian neocons: Danielle Crittenden, wife of David "Axis of Evil" Frum and Heather Reismann, self-proclaimed member of the Bilderberg group.Ever notice the regular columns shilling for "Ethical" Oil--Ezra Levant of Sun TV is one of the bright lights behind that effort.

When Harper's done will we be left with Sun News shoving "his" right-wing ideology down our throats, and the remainder of media content foreign owned? Will our news sources still be required to adhere to standards which require news to be factually based? Will the alternative to Sun News be Fox News North broadcast in Chinese? It'll be hard to find the answers because he now thinks he owns the keys to Parliament Hill and is busy building a moat around it.

I'd have no problem with an ad hoc Parliament sitting in Hull, QC, if the all the NDP, Liberal, and Green Party members choose to pull a move like the brave Democrats did for Wisconsin-- that might be the only way we can get true debate. Evan Solomon tries on Power & Politics everyday, but the Conservative zombies won't engage in any discourse that isn't just talking points.
