Montreal Doctors Accused Of Taking Bribes

Two Montreal cardiologists are facing disciplinary action over allegations they received hefty kickbacks to push patients to the top of the waiting list, the Quebec College of Physicians says.


The college's investigation uncovered at least two doctors who were allegedly taking envelopes of cash in exchange for providing faster service, Dr. Charles Bernard told CBC News.


"It's awful," said Bernard, who heads the college. "It's unacceptable … Usually, physicians have a good job, a good pay. It's very difficult for me to understand that."


The investigation was triggered 14 months ago, when a Montreal woman told the news media she had paid a $2,000 cash "incentive" to have her mother bumped to the top of a waiting list.


After the investigation, the college said two cardiologists from Montreal would face a disciplinary hearing later this year in connection with such incidents. Bernard would not discuss the details of the cases, as nothing yet has been proved.


'Disgusting for the medical profession'


Dr. Gaetan Barrette, the head of Quebec's federation of specialist doctors, said he hoped the college would send a clear message that the alleged behaviour is unacceptable.


"It's disgusting for the medical profession," he told CBC News. "There are no other reasons I can think of other than greed for those doctors to go in that direction."


Barrette said the two cardiologists could be suspended, but it is unlikely they will be prohibited from practising permanently. A sanction that harsh is typically reserved for extreme cases, such as sexual assault of a patient, he said.


Bernard said he hoped members of the public would come forward and expose any others who might be manipulating Quebec's medical system in an unethical way.


But Jean-Pierre Ménard, a lawyer who specializes in health law and patients rights, said there is little incentive for those who know about these practices to bring them to light.


"When the patient is offering cash to the doctor, and the doctor is accepting the cash … both of them have an interest not to tell the story," he told CBC News.

I think there is only one fair solution to this...the doctors will have to give their hearts to people who need them...they clearly are not using theirs.

ok, so all people on welfare gets to go to the back of the line because I can afford $2000 payments all day. so can a lot of other people when Obama care takes effect. Just a taste of whats to come people. You think Obama care is gonna fix things? The people who have money will STILL get better care.

Quebec has been chiselling its doctors pay for years - many try to leave but often stay because to leave means working in English only. In any system where it is injust, bribes happen. If they reprimand these doctors they may good ridance to French, hello English. If they are English speaking doctors they will be gone tomorrow anyway. Quebec is an economic basket case.

Where do you get your knowledge of Quebec? No English speaking doctors? I have only dealt with doctors that speak English (and probably other languages as well, they are quite smart you know). These are crooks, plain and simple. They should lose their licence and do some jail time, in my opinion.

I don't know of any Doctors living in basement apartments or going without a few meals to pay the heating bill on their one bedroom. If a Doctor CHOOSES to remain in a geographical location, whatever the reason, that choice is theirs. If they blame the French speaking or Quebec, then they have the option of moving. If they stay, it's because they choose to. This is but a couple of Doctors who are corrupt - not all are bad - I don't see any injustice toward a Doctor - I see it as nothing more than greed.

Just because someone has the prefix "Dr." in front of their name does not mean they are saints. There are criminals in all walks of life. What surprises me as that this bribery was so obvious. Usually, they do it the legal way. They open a private clinic and convince their patients that they will receive faster or better service through their clinic as opposed to the public system. It's the same as taking a bribe in my opinion.

It's not that bad compared to some other health care I've been exposed to. It can be a LOT better but that would require co-operation from everyone - patient to administration to politicians. Doctors aren't underpaid - greed and corruption can be found in all walks of life.

This righteous indignation of the medical community would be more believable if they also outed the medical colleagues pushing one drug over another because drug manufacturers are loading them up with perks if they do.

Not surprised to read this... Again, a patient has money, he can step over those poor working class folks who have to wait. Fools say the rich! Out of my way you miserable human being - the elite deserve health first as they are better, they are special. And those so-called specialists who took a vocational oath, clearly, greed blinded them. They make a very good living - I know as my step-father was a surgeon. They need to be disciplined harshly. And who manages these waiting lists anyway? Who else is in on this? I'm so ashamed of such human beings who call themselves Doctors... Some of them trully do feel larger than life...

The bribe was 2000, not 20,000. She could have scraped it by over a long time. You make assumptions that this is an elite vs working class issue, when all it is level of desperation. Plus, real elites would have the money to fly to the US and do, they don't bribe canadian doctors.
