HELENA, Mont. - Montana's governor says the Keystone XL pipeline from Alberta's oilsands to the Gulf Coast will eventually be built and he blames the delay on "jackasses" in Washington who have only recently discovered the issue.

"Blah, blah, blah, Washington, D.C., politics. If you want to get something a) not done and b) cussed and discussed, send it to Washington, D.C.," Gov. Brian Schweitzer, a Democrat, said in an interview with The Canadian Press. "It's going to get built.

"Ninety per cent of these jackasses that are complaining about the Keystone pipeline in Washington, D.C., one year ago wouldn't have even known where the Keystone was. While we were doing the heavy lifting here in Montana and in South Dakota and in Kansas and Oklahoma ... in Washington, D.C. ... all these great defenders had never heard of Keystone before."

The pipeline, which would extend the reach of an existing oil line that delivers crude to the U.S. Midwest, has become a major political flashpoint as U.S. President Barack Obama seeks re-election.

Backers of the TransCanada (TSX:TRP) project say it would create thousands of jobs and supplant crude imports from unfriendly countries. But it has also come under fire from critics who worry the pipeline would increase U.S. dependence on "dirty'' oilsands crude and cause ecological harm to the American heartland in the event of a spill.

In November, a decision on the project by the U.S. State Department was delayed until early 2013 — after presidential elections — to work out a new route through Nebraska. Then the Obama administration rejected a permit because Republican efforts to force a decision within 60 days did not allow enough time to study the new route. The president made it clear the decision was not based on the project's merits.

Schweitzer said Keystone runs through Montana more than it does any other state and would be a boon for oil producers. Oil activity in Montana and North Dakota has picked up, he said, but the oil has to be transported to its destinations by rail.

"Rail is not safe, it's not environmentally sound and it costs $20 to $30 a barrel more to get to market, so our producers are taking deep discounts because we don't have pipeline capacity and we've negotiated that with TransCanada."

Schweitzer said a lack of knowledge on Keystone isn't just at the Washington level. He related how a year ago Canada's ambassador to the U.S., Gary Doer, invited a few governors to his office to talk about the project, including Texas Gov. Rick Perry and Kansas Gov. Sam Brownback.

"Neither one of those two governors had even heard of it before. He had to start from scratch. I'm going to tell you something about Rick Perry," Schweitzer said with a laugh.

"He's got good hair ... every hair is just right. He's got these big expensive cufflinks and his boots have got these silver tips, and, boy, he's pretty, but he had never even heard of Keystone before. After we explained it to him, he said, well, there's no reason why we shouldn't be for that."

Schweitzer is so confident that the pipeline will go ahead, he's willing to put his money where his mouth is.

"It's coming through. I have $100 burning a hole in my pocket that I will bet you that it gets built," he said in his office in Helena, Mont.

"I'd say construction will start in 2013. Nebraska says in October or November they're going to get their deal done ... that gives the State Department a full 90 or 120 days to work on it.

"It's got to be built."

My biggest problem with building the pipeline is after spending billions to build it, we will be commited to long term expansion of the oil sands for decades to come.

governor the issue is not wheather the pipeline gets built ----it is WHERE it gets built ----

re former Senator Santorum's recent condemnation of the "Obama Rethink" on getting Canada's oil refined in the USA and plugged into the US petroleum products supply chain... Mr Santorum, will you stand before Christ and demand that the drinking water of rural americans and family farmers be put at risk, exacerbating the already severe water shortage crisis and subsequent ramifications in the proposed path of the keystone pipeline ? WHY do you not support the rethink, support a call for a super-refinery be built on the US/Canada border rather than pipe the crude across rural america ?
As a RC , Mr Santorum, you as well as I know that the one UNPARDONABLE SIN per RC doctrine is for a leader to lead the innocents down a path of sin....

US Constitutional Democracy DEMANDS that each person's right to Life, Liberty, Pursuit of Happiness be equally SERVED by Government at every level in the USA. That means that each and every person, including family farms, have their right upheld to drinking water access [via wells, creeks, subterranian water tables] rivulets, streams, ponds, lakes, rivers. Petroleum products are proven carcinogens, not to mention toxic in drinking water. THANK PRESIDENT OBAMA & US EPA FOR SLOWING DOWN AND RETHINKING THE TRANSPORT STRATEGY FOR CANADA OIL TRANSPORT TO US OIL REFINERIES. QUESTION: WHY has no one suggested building a super-refinery at the US/Canada border, from which petroleum products could then then linked into the trans-USA petroleum products supply chain logistics ?

Brian seems to forget that it's not just Americans who have a say in the pipeline. Apparently the man forgot that the oil is coming from Canada and that Canadians have a say in the matter.

He blasts other lawmakers because "a year ago, they didn't even know what the keystone pipeline was" but it appears that Brian doesn't know, even today, that many Canadians oppose the project.

If you remove the "we should completely give up on oil right away" and the "we should strip the world of every drop of oil in existence", you're left with a big slice of Canadians who want to see Canadian oil refined in Canada. Why should we ship you our oil and its associated jobs when we ourselves have unemployment problems ? Another very valid argument coming from concerned Canadians, is that eastern Canada buys foreign oil, so why are we talking about piping it to the USA or China when our most populated provinces can benefit from Canadian oil by no longer sending money to other countries and instead spending it oils money on Canadian oil and Canadian provinces ? If I was premiere of Ontario and I had to choose between Nigerian oil or Canadian oil, I'd spend my money on Canadian oil.

Brian needs to stop talking like the oil is going to flow from America to America.

I agree with you Jay. Why is Canadian Oil not benifiting our manufacturing, transportation, employment etc with affordable energy? The answer is too easy. World Market Pricing.

You're sadly correct. I was very disappointed to have Harper hop on TV and declare that he doesn't really care for any kind of energy independance or keeping money and jobs in Canada, he has one philosophy and he's content having it dictate how things are done in Canada; the free market.

Here is my proposal. A bit radical but doable.
When (not if) the Keystone pipeline springs a leak we gather up as much oil as we can and dump it on the doorsteps of the governors and congressmen that voted FOR the pipeline. Then we will see how they feel about it when the leak comes to them.
