OTTAWA - House of Commons Speaker Andrew Scheer has ruled Public Safety Minister Vic Toews' parliamentary privileges were breached by videos posted online by the group Anonymous, clearing the way for the hackers to be hauled before MPs.

"These videos contained various allegations about the minister's private life, and made specific and disturbing threats," Scheer said.

"The minister has stated that he accepts that coping with vigorous debate and sometimes overheated rhetoric are part of the job of a politician, but argued that these online attacks directed to both him and his family had crossed the line into threatening behaviour that was unacceptable.

"He contended that the threatened actions contained in these videos constituted a deliberate attempt to intimidate him with respect to proceedings in Parliament."

Videos posted on YouTube show a headless man in a black suit under a red maple leaf and laurels as a computer-generated voice demands Toews' resignation and calls for a controversial online-surveillance bill to be scrapped.

"I have carefully reviewed the online videos in which the language used does indeed constitute a direct threat to the minister in particular, as well as all other members," Scheer said.

"These threats demonstrate a flagrant disregard of our traditions and a subversive attack on the most fundamental privileges of this House.

"As your Speaker and the guardian of those privileges, I have concluded that this aspect — the videos posted on the Internet by Anonymous — therefore constitutes a prima facie question of privilege and I invite the minister to move his motion."

The Commons can now debate whether to order the hackers to appear before a committee.

It's unclear how Parliament would find the people behind the video. As its name suggests, the group does not publicize its membership.

That's not to say they can't be found. Twenty-five suspected members of the group were recently arrested in sweeps across Europe and South America as part of an Interpol investigation into co-ordinated cyberattacks in Colombia and Chile.

After introducing the surveillance legislation last month, the public safety minister came under attack from the Twitter account Vikileaks, which published details of Toews' divorce and spending.

A Liberal staffer was later revealed to be behind the Vikileaks account.

Scheer dismissed two other claims of privilege made by Toews over the Vikileaks issue.

Note to readers: This is a corrected story. An earlier version incorrectly said the videos the Speaker ruled on showed a man in a Guy Fawkes mask

Regardless of what they do and stand for this group of thugs called "Anonymous" are cyber terrorists, plain and simple. They adopted the image of Guy Fawkes who was one the 13 conspirators behind the failed Gun Power Plot of 1605. Well, we all know what happend to him don't we. Law enforcement agencies around the world are already staring to round these criminals up. Its just a matter of time.

I see it different police and govt are the check and they are the balance. We need groups like this to keep them in check. Govt reps are prying into our lives, invading privacy and trying to utter more control, while they are in most cases the one with dirty sheets. Im tired of hyprocracy, i support anonymous

Oh, and once you "round them up", as you have quaintly put it, what do you propose to charge them with? Alarming Her Majesty? Pointing out that a latter-day Elmer Gantry appointed one of his various lovers as a justice of the Court of Queen's Bench is not only not illegal, but it is something that professional journalists should have figured out years ago. They are on shakier ground saying that Harper knew about it and tried to cover it up, but then again, Anonymous admits that. This is not a criminal offence, either. Harper could, of course, sue them once they are identified; but if he did, he would have to participate in a legal action, a public process with clear rules that are difficult to circumvented. It would be something of an understatement to say that this is unlikely to be to Mr. Harper's taste. Calling them terrorists is a cheap attempt to stifle legimate dissent and the public ditribution of information the mainstream media is too cowardly to talk about.

Why is the entire media (including HP) IGNORING the BOMBSHELL revelations in the latest Anonymous YouTube video? Anonymous revealed that when Vic Toews was Minister of Justice he appointed a Manitoba Judge with whom he was having an affair at the time. Shortly after - Harper moved Toews to another portfolio. Coincidence ? or was Harper aware of Toews improprieties? Not only is the media afraid to touch this story so is the opposition. The NDP and Liberals have said nothing about this scandal! Is everyone afraid that Toews when use the power of his office to go after them?

From Anonymous:

"Anonymous has been informed that not only did Vic Toews appoint Catherine Everett to the Court of Queen's Bench while sleeping with her, but that Stephen Harper was discovered this at some point in time during the month or so between Nov. 26, 2006 and January 4, 2007, and quietly removed Vic Toews from the position of Justice Minister in a careful orchestrated balancing act between protecting himself and the party by not having his sitting Justice Minister embroiled in a political and legal scandal were this information to be made public, and continuing to conceal this information in order to protect the Conservative Party's political prospects. Because the media wont touch any story that has not been cleared by their corporate overlords. Imagine if the people of Canda actually knew of what was going on in our country. That may actually lead to informed decisions on who to vote for.

This they spend time worrying about, but possible illegal action to suppress the vote ... yeah, that's not important. Tools.

By the same token,
The public privilege was breached by threatening to align those who stood against his Bill with pedophiles. Clearly this was an attempt to intimidate & 'Sugar Daddy' should be made to withdraw those remarks by the Speaker.

The people of Canada will not accept a stolen election, we will not accept more prisons to be built so that private prison corporations can make money off of jailing Canadians, we will not accept warrant-less invasion of our privacy.

We demand the RCMP who have taken an oath to protect this country and it's citizens and not corrupt politicians.

Why don't you have the other more lengthy video from Anonymous on Vic Toews, the one all about his girlfriend (mistress) and the patronage hiring, amongst other things. Now that ones really good.

And the current and past actions of the current Conservative gov't demonstrate a flagrand disregard for democracy and a subversive attack on the most fundamental privileges of all Canadian citizens.

I disagree with the speaker on this one. Vic Toews behaviour invites this type of reaction. If he was a politician with some integrity, it would not be a problem.

There is nothing illegal about publishing this information. It should be on the public record. It is time for the Anonymous to make its disappearing act. Resurface at another time. Be like the illusive Scarlett Pimpernell. or Zorro. Create the intrigue needed by all Canadians who will support the cause by hiding all the illusive members in cyberspace.

You probably get the same image as I do....2,000,000+ hackers on their knees in shackles and chains, being lined up to be brought into the Commons for a flogging by the speaker...

If Interpol can't locate them, how the hell is a government/political party that can't even find its own phone records or track down a "rogue operator" among its own number going to take on Anonymous?

I'm sure Anonymous is trembling in their crocs.
