F-35 Fighter Jets: Stephen Harper Says Different Accounting Explains Various Price Tags

CARTAGENA, Colombia - Prime Minister Stephen Harper says the full cost of his government's plan to purchase the F-35 stealth fighters has been "well known" for some time, but the final figure depends on what you're counting.

Answering questions at a news conference following the close of the Summit of the Americas, Harper said he's always been clear about the jets $9-billion acquisition cost. But he denied Canadians were misled about the purchase in the run-up to the last spring's federal election.

"There's more than one number, there's more than one cost depending upon what you are counting," Harper said.

Earlier this month, auditor general Michael Ferguson ignited a political firestorm when he released a report suggesting the Conservatives and the Defence Department hid the true cost of the radar-evading jet that the military claims will be critical to national sovereignty in the future.

One of the auditor's biggest complaints was that the Defence Department did not include the anticipated $10 billion life-time operating cost in its public pitch for the aircraft.

The exclusion of figures such as pilots' salaries, fuel and consumable spares, is a long-standing practise at the Defence Department — something previous auditors-general have complained about.

The Harper government and defence officials have long touted the price tag as $14.7 billion, but Ferguson put the projected 20-year cost of the program, including maintenance, at closer to $25 billion.

More importantly, the auditor said the cabinet must have known the full price tag before the last election, which was precipitated in part by the refusal of the Conservatives to provide the House of Commons with figures related to the program.

"The numbers you talk about are different numbers costing different things," Harper said on Sunday.

"The number I have talked about is the number we have budgeted for the acquisition of the F-35. And I've been very clear, those budgetary numbers are the numbers under which we are going to live."

The opposition parties have accused the Conservatives of lying to taxpayers.

Both the Liberals and the NDP are demanding a special House of Commons inquiry into the auditor's report and the military's plan to buy 65 of the advanced fighters, a U.S. program that has been hammered with cost overruns and delays.

Liberal MP Gerry Byrne and the three New Democrat MPs on the public accounts committee asked for an emergency meeting, even though Parliament is in recess until next week.

The Liberals have also launched a petition calling on the government "to tell the truth" about the fighter jet program.

Last week, Defence Minister Peter MacKay said his department will, from now on, include the operating costs in public statements of its planned purchases.

Building a military is diasterous for geo-politics...

This is cold-war styled military-build up!
Canada needs to worry about our DEFENCE, not our conquesting capabilities.. these 75 jets are a dop in a bucket! When will the Conservatives realise that Canada does not need a larger military!

Invest that 25 billion in cyber-security.... That IS the present and increasing threat to our defence.. Not jets that could be unoperational tactically if the switches at command turn-off.

Seems like an awful lot of money for a bunch of planes that can't fly, and we've no idea when we'll get them. Now another $10B to maintain them? How many subs could we buy with that? This plane is a technological disaster so far, so I guess we'd need a lot of money to "maintain" it. Modern technology is wonderful - IF and WHEN it works. This one isn't working yet, and may not be for some time. What do we fly in the meantime?
Bad plane, bad choice, bad, bad, bad. The Europeans have been flying the Eurofighter for some time now - looks like the better decision was made over there.
Is anyone getting kick-backs to persue this 'dream plane'?

If a single person buys Mr. Harper's explanation of lying to Canadians about the warplanes, et al, which led him to be held in contempt of Parliament (I believe for the first time in the history of the Commonwealth stretching back centuries and 50+ countries), shame on him or her. This is fool-proof evidence that our Cdn PM is a liar and a fool.

Mulroney was a liar but a likable fool. Harper is beyond the pale. He's a danger to the entire world but, fortunately, no one outside Canada is listening.

Well now that it's explained by that Beacon of Honesty. We should buy more just use a different accounting phylosphy and viola according to Harper it would only cost us around 10 bucks apiece. He must really think the electorate is stupid, every other participant in this deal also made the exact same accounting errors or perhaps uncle Harpo you could just tell us the truth the price tripled and your government chose to lie about it.

If I under cut my taxes by a third and then lied about it in court I'd go to jail.
The Conservatrives lied about how much this would cost and then lied about it in the Commons when questioned.

Harper's response to being caught lying? "F-YOU" This guy doesn't give a CRAP about Canadians or the country - he's lining his pockets in preparation for moving to the U.S. when he's finished cleaning out the silver from the PM's residence. He's a dishonest con.

The Harperâ„¢ Government has no intention to balance the budget-- especially now that their chances of winning another election are non-existent. I'm concerned about what they spend that isn't on the books.

Exactly! When Flaherty left (got the boot from) Ontario the incoming Liberals found out that instead of the 1 billion deficit the Cons say they left it was actually near 6 billion. If the cons think they'll lose the next election you can bet they will cripple the next government with massive debt before they go that we won't discover until after the election. Then they'll blame the incoming government for being poor money managers until they get re-elected again - no doubt running on a platform of "balancing" the budget and being a "good fiscal government". The sheeple with poor memories or blinders on will vote them in again.
