Anonymous And Vic Toews: MPs Rule Hacker Group Breached Minister's Privilege, But Not Much They Can Do

OTTAWA - The public safety minister's privileges were breached when he became the subject of an online attack, a House of Commons committee declared Wednesday.

And the people behind the video may face contempt of Parliament charges — if anyone can ever figure out who they are.

A series of videos by the activist group Anonymous targeted Vic Toews in the days following his introduction of an online surveillance bill, demanding his resignation and the withdrawal of the bill or they would expose information about him.

The threats they contained were ruled by the Speaker as worthy of further examination, but the nature of the group means the videos' creators are uncertain and the committee had struggled with how to proceed.

A series of witnesses had suggested that tracking down Anonymous would be difficult, though Toews himself had urged them not to back down.

But in a report Wednesday, the committee said it is better for the RCMP to continue its investigation and they'd be willing to take a second look if more information comes to light.

"When the identity of the person or persons hidden behind the mask becomes known to this Committee, they will be called before the Committee to answer for their behaviour and, if appropriate, the Committee will recommend sanctions," the report said.

The committee called the threats unprecedented in the medium that was used and raised concerns that it could happen again.

They noted that the freedom of the Internet is protected by the Charter right to freedom of expression, but the Charter offers no protection against bullying.

"The people behind those videos claim to act to protect basic democratic rights and freedoms, but they themselves have jeopardized and breached these same rights and freedoms they claim to protect," the report said.

Anonymous' threats against Toews were part of a broader online campaign against the bill, which critics suggested gives authorities far too much power to snoop into people's Internet lives.

Another Commons' committee has examined the use of a Twitter account set up by a former staffer to broadcast portions of Toews' divorce records.

Toews has said he was satisfied with the staffer's appearance at the committee to explain his actions.

And on Wednesday, his spokeswoman said the minister was pleased with the committee findings.

"All MPs must be free to introduce legislation on whatever issues are important to them or their constituents without fear of reprisal and are rightly concerned about the threats posed to our democracy by online thugs who seek to intimidate duly elected Members of Parliament," Julie Carmichael said in an email.

anyone see the new episode of South park Hilarious. You cannot incriminate that which you cannot find. also that which was also public record. Vic Toews you need to be quiet. your asking to spy but you cant handle being spied on. hypocrites need to sit down.

If they do find a scapegoat for this and the committee finds them "guilty", I would love if they denounced the ruling as unlawful. I mean if the law doesn't apply to the current government is then why should it apply to a citizen.

On another note, what if the person or persons responsible aren't even Canadian; then what? It's a silly dog and pony show to make Vicky-poo feel like he has some actual power over the evil interwebs.

I find it hard to believe in the concept of Canada, we have a public safety minister who's been convicted of electoral offence's who 'is not a canadian that has a questionable and dubious background here in canada , and he passed his spy bill on the backs of victims,all the while not knowing the contents of the bill. If he was indeed sincere in his quest to protect children , why then did he not use his political influence to have graham james's sentence appealed in favour of a longer term,Grahm pleaded guilty to offences 5 and 6 . and was sentenced to 2 years federal which is 8 months with parole .so where does toews stand , he stands with pedophiles and lays with babysitters

Toews asked the police to go over to Anonymous' house with a harshly worded note, but apparently no one answered the door.

Hey, the Easter Bunny didn't leave me anything again this year. Can I get him for contempt of elderly? How about breach of contract? Why not, it has as much validity and and fear of punishment as Vic's little move. Probably easier to find Bunny then Anonymous too.

There seems to be no rhyme or reason to the amount of tme money & effort these clowns can waste.
They appear poised to make up for it by lumping all new legislation in to one massive Bill to for go any Parliamentary debate so they can continue to squander our tax dollars with out scrutiny as well as the time we pay them for.

Harper had a contempt of Parliament charge levied upon him, but he was still allowed to run for election. This "charge" has not weight behind it. Only the goal of every Minister all the way up to the PM. It appears to be a major characteristic for them

Wow. If they find and convict them of Contempt of Parliament charges, what are they going to do to them? The last person convicted of that was even allowed to run for office again, egad, and keep on making the same lies and misrepresentations once allowed back in......

Beneath contempt, is what Parliament is now, thanks to Harper & Co.

breached the cons privilege how...ALL INFORMATION THEY USED WAS ALREADY IN THE PUBLIC DOMAIN...and for that matter why is it dammed well ok for toews to spy on law abiding canadians but then it pitches a fit when information is released on him.
