Peggy Nash, NDP finance critic, has called bill c-38 a "Trojan Horse." (CP)

OTTAWA - The NDP wants the government's omnibus budget bill broken up to allow more detailed scrutiny.

They say the bill is supposed to be budget legislation, but much of it deals with changes to the environmental assessment process.

This element, they say, should be studied by the House of Commons environment committee, but the bill is going before the finance committee.

New Democrats say they will bring a motion before the Commons urging that the bill be broken up.

The Conservative majority can easily defeat such a measure.

The government is anxious to get the bill enacted as quickly as possible and has brought in time allocation to limit debate.

NDP House Leader Nathan Cullen says the government is doing the wrong thing.

"The whole bill is inappropriate," he said. "Let's take a look. It's supposed to be a budget implementation act, but two-thirds of the bill deal with environmental measures."

Finance critic Peggy Nash called the bill a "Trojan Horse."

"The way this bill is structured, this omnibus bill, it prevents the experts from examining this bill in a detailed fashion. It provides us much less information to make our decision.

"We can only wonder, is that because Conservatives think they'll get some answers that they don't like?"

We have to remember he had the overwhelming 30% of the vote though I am sure even some of those are regretting their choice. THis a one and done term especially as the world economies teeter and ours is brought down by the housing bubble (close the loopholes for foreigners)

The only thing Harper is ramming is his backside into a sofa.
Canada(Canadian taxpayers ) are already spending $100's of millions of dollars cleaning up toxic environmental sites left by Corporate Canada under existing Law & he is now on his way to watering this legislation down even further
With 'friends' like that , you don't need enemies.

Before Harper 'Omnibus bills' were used to provide minor amendments to measures announced in the budget.
Under the Liberals, they ran about 65 pages in length, although Paul Martin bumped ONE up to 102 pages.

Harper has already tabled budget bills of 528, 644 and 880 pages before this one.

* Almost 40% of all the legislation passed by the Cons was done in these type bills.

Harper is showing contempt of Parliament & hasn't learned a damn thing despite being found GUILTY of this offense.

That could be their new motto: "The Progressive Conservative party of Canada, subverting democracy any way we can."

Even when they have a majority and are not at risk of having their legislation voted down they still, possibly by reflex, pull this type of underhanded legislative trick to stifle debate and prevent serious examination of their policies.

Absolutely disgraceful conduct, but no less then I would expect from Harper.

Stop calling them that. Probably at least half of the people who voted for these guys did so under the mistaken belief they were the same as the PCs, not the rebadged reform party.

Yes, & in 1982 the PC's stayed away from the Commons left the bells ring for 15 days as a protest against a Liberal 'Omnibus Energy Bill- a bill well under 100 pages.
Today Harper is cranking out 600+ page Omnibus bills, so you tell me what they are, but be sure to include the word 'hypocrite' in your statement.
