Blandine Auger, 81, said she doesn't understand why the mail carrier can't walk over the pipe if she does it almost every day.
Her home is one of 60 not receiving mail because of road construction on Clairevue Boulevard.
Canada Post said it is unsafe for letter carriers to have to cross a pipe to get to every house.
In a statement, the company said it is "sorry for the inconvenience to its customers. Safety is a top priority and as soon as (construction is) completed, we will resume mail delivery."
Since the construction is only expected to end in September, some people have decided to place their mailboxes in the middle of their lawns or by the street so Canada Post employees can get to them without crossing the pipe.
Others fetch their mail at the post office a kilometre away.Suggest a correction
