TORONTO - A woman has filed a complaint with the Toronto's integrity commissioner, targeting Mayor Rob Ford and the football team he coaches.

The complaint, filed by Jude MacDonald, comes after allegations members of Ford's staff have been pulling double duty, helping co-ordinate the Rexdale Raiders with city-issued phones.

MacDonald sees it as a violation of council's code of conduct.

Ford's brother, Coun. Doug Ford, says the mayor's aides were volunteering to help out with the football team outside their work hours.

This is MacDonald's second complaint to the integrity commissioner about Rob Ford.

Last year, she raised questions about his office expenses, that she felt were too low.
