Choo-Beng Quah, 53, appeared in a Newmarket court Friday to face charges of failing to remain at the scene of an accident.
Quah was released on $20,000 bail and must live with his sister in Scarborough.
On Thursday at 3:30 a.m. police were called to Yonge Street north of Stouffville Road after the driver of a black 2007 Honda Fit reported hitting a man on the road.
The driver called police, who determined the victim had been struck earlier by a silver Mercedes R23 station wagon that had since fled the scene.
The pedestrian, 30, was pronounced dead at the scene.
The province's Special Investigation Unit was also called in to investigate after it was learned the York Regional Police cruiser attending the scene "came into contact with the same male on the roadway."
Police have not released the victim's name.
