ST. JOHN'S, N.L. - The Newfoundland and Labrador legislature will begin its fall sitting Nov. 19, but the Opposition Liberals are saying there won't be a special debate on the Muskrat Falls hydroelectric project.

Liberal Leader Dwight Ball issued a statement saying the three parties in the legislature couldn't reach a deal on the rules for the debate.

Ball says the rules made it impossible for witnesses to be part of the debate, something the Liberals said was a must.
