RCMP Cpl. Norm Smith said the Nanaimo man wasn't wearing a helmet. He suffered massive head injuries and is not expected to survive.
Smith said the cyclist was riding down a steep hill in heavy rain, when he struck the right side of a vehicle.
He said the 36-year-old driver of the vehicle is traumatized by the incident, and is receiving counselling.
Smith also said the cyclist was wearing dark clothing and riding without lights at around 8 p.m. PT, and it would have been nearly impossible for a driver to see the him.
The Nanaimo RCMP said it's considering launching an awareness campaign aimed at cyclists, to ensure they take proper safety precautions when heading out on the roads, especially in dark and rainy weather.
