When cab demand is at its agonizingly highest, taxi customers themselves worsen the problem by ordering several thousand cabs nobody actually needs.

During one pre-Christmas weekend alone, the city's regulators said cab companies logged 4,948 "no-trips" -- that is, cabbies who were called to a home or restaurant and found no passengers to pick up when they got there.
