The public service annoucement shows the pedestrian being thrown several metres up in the air before landing on the pavement.
Const. Ian MacDonald of the Abbotsford Police says they've received a strong reaction to the video so far.
"And it is that reaction and that response that we want," he said. "Often times people don't think that momentary distraction can cause something as catacalysmic or as graphic."
MacDonald says the victim is recovering after severe head trauma and multiple fractures to his lower body.
The driver had looked down at her purse the moment she struck the man, police said. She was fined $368 for driving with undue care and attention.
The video was taken from a camera mounted on a nearby house.
On Monday night, two pedestrians were rushed to hospital with serious injuries after they were hit by moving vehicles.
