One of the accused is a former employee of the Eastern Health District, while the other used to work for the Western Health District.
Both are charged under the province's Personal Health Information Act.
Ed Ring, the province's information and privacy commissioner, says his office began investigating the privacy breaches after receiving complaints last year.
Ring says patients were contacted and notified of the breaches by the health authorities.
