Theresa Louise Goddard was arrested June 26 on arrival at Washington Dulles International Airport following a U.S. Department of Homeland Security investigation.
The investigation started after an internet ad posted by someone with the handle "pervstepmom." The woman, described as “older yet attractive,” allegedly said she "wanted to become a stepmom to an incest family.”
She allegedly began corresponding with a man she thought was the father of Amy, a 10-year-old girl, and Mark, a nine-year-old boy.
But the man was a federal agent whose affidavit details the case against Goddard.
The pair allegedly spent two weeks planning the molestation of his children, speaking first by email and then Skype.
Goddard, who works at a lumber mill in Surrey, B.C., has been charged with coercion of a minor, a felony offence.
She told officers she never talked about having sex with children.
Goddard has been detained pending a hearing of the charge.
