Earl Ludlow says the utility is preparing material for two inquiries set to investigate what led to rotating outages in early January.
Those outages left up to 200,000 customers in the dark as cold temperatures and growing demand led to equipment failures at Newfoundland Power and at Newfoundland and Labrador Hydro.
Ludlow told the Rotary Club of St. John's he has his own questions about what happened.
However, he insisted that old infrastructure can be counted on if it is properly maintained and upgraded.
He says system reliability is his No. 1 concern.
