The changes announced by Tom Marshall were triggered after two former cabinet ministers declared their intentions to seek the party's leadership.
Marshall named Clyde Jackman to take over the health portfolio, which was previously held by Paul Davis who is running to become leader of the Tories.
Dan Crummell will take over as municipal affairs minister, a position Steve Kent held before he submitted his nomination papers earlier this summer.
Other changes see Sandy Collins appointed child, youth and family services minister, Vaughn Granter taking over as environment minister, Tony Cornect becoming tourism minister and David Brazil named minister of Service NL.
The leader of the Tories will be chosen Sept. 13 at a convention in St. John's.
John Ottenheimer, a former provincial minister of health and other portfolios before he resigned from politics in 2007, is also running.
