James Allan Duncan charged after attempted abduction of baby on Commercial Drive

James Allan Duncan, 61, has been charged with assault and two counts of uttering threats after allegedly attempting to abduct a baby in its stroller and threatening another infant. 

Vancouver Police Sgt. Randy Fincham said a man tried to pull an infant from its stroller in Donald's Market at 2279 Commercial Drive around 11:45 a.m. PT. Saturday.

A woman, who was struggling with the man to prevent the abduction, was helped out by a customer, Fincham said. The child wasn't injured and the man left the store.

Moments later, further north on Commercial Drive, the man approached the mother of a second infant in its stroller and began to verbally threaten the child.

Police arrived and the man was arrested without incident, Fincham said.

Investigators are trying to establish a motive, but Fincham said detectives believe the suspect's mental health may be an issue.

The woman with the infant in the stroller left the store before officers were able to speak to her, but Fincham said police have since been able to contact her following media coverage.

The VPD is still trying to piece together events leading up to the attempted abduction and is asking anyone who witnessed the incident to give its Major Crime Section a call at 604-717-2541.
