Prentice says Albertans have told him they don't want the tax and he agrees with them.
Alberta is the only province without such a levy, but Prentice said earlier this year he would consider it if there were widespread support.
Opposition leaders, however, say Albertans need to be careful about promises from Prentice.
They have all noted that he also promised to follow Alberta's fixed election law, only to drop the writ a year early.
Prentice says his budget sets a 10-year financial path for Alberta and he needs a mandate to implement it.
