Police say they received a complaint from a parent concerned about some online chat conversation between their child and a 19-year-old male.
The Windsor police internet child exploitation unit investigated and were able to identify the suspect.
Robert Brownlie was arrested May 22 and charged with one count of luring a person under the age of 16 years.
Police will not reveal the age or gender of the alleged victim, just that the person is under age 16.
During the investigation, police learned the suspect was a leader for Scouts Canada.
John Petitti, who speaks for Scouts Canada, said Brownlie has been in a leadership position for about 18 months.
Brownlie had been a scout for 12 years prior to completing his leadership training, Petitti said.
Brownlie passed all police record checks and Scouts Canada screening before becoming a leader, according to Petitti.
"We're very troubled by the information that has been released, and we're quite concerned about the situation," Petitti said.
