TORONTO - Ontario's integrity commissioner says the New Democrats' new deputy leader should not be penalized even though he was found to have breached parliamentary convention.

Lynn Morrison says Jagmeet Singh, MPP for Bramalea-Gore-Malton, used constituency resources in connection with a political rally earlier this year and he tried to raise money through the constituency website.

Morrison says Singh's breaches were the result of "errors, lack of oversight and lack of training."

But Morrison also said the breaches were unintentional and that Singh has already taken steps to correct them.

As a result, Morrison says the MP will not be facing any penalties.

The complaint against Singh was filed by Liberal backbencher Yvan Baker.
