Officer Sued For Allegedly Handcuffing Children With ADHD

The American Civil Liberties Union is suing a Kentucky sheriff's deputy over how he restrained two children with ADHD.

The video above shows Kevin Sumner handcuffing an 8-year-old boy's biceps. Sumner can be heard saying: "If you want the handcuffs off, you're going to have to behave and ask me nicely. And if you're behaving, I'll take them off, but as long as you're acting up, you're not going to get them off."

Sumner who is a school resource officer at Latonia Elementary School in Covington, Kentucky, reportedly handcuffed a nine-year-old girl's biceps twice last fall, as well. She also has ADHD.
