New York Police Find Body Wrapped In Plastic With Cement-Coated Feet

"It's crazy."

New York police say a man's wrapped in plastic bags with "cement shoes" washed up on a Brooklyn shoreline Monday.

The gruesome discovery was reported by a college student, according to the Associated Press.

According to NBC New York, the man's arms were tied behind his back and his feet were "submerged in poured concrete."

'It's crazy'

"Obviously a homicide," the New York Police Department's Robert Boyce said.

"It's a little crazy, especially in this area, for something like that to happen," said Daniel D'Angelo, a former student at Kingsborough College. "Especially near a college campus and everything. It's crazy."

Police believe the 28-year-old victim was a "possible gang member," according to Reuters, but the motive for the killing undetermined.

An investigation remains ongoing.
