Canada's Senate has had a grounded history and its occasional failures were never enough to deflect its effectiveness in the long haul. The great tragedy of recent years is that people have been appointed to undertake the dirty work of parties when it would have been better to keep such shenanigans in the House where partisanship has a role. Politics is killing the Senate; professionalism, cooperation and merit can save it, and our reasoned legislative system in the process.

It may not constitute criminal behaviour to apply for bogus housing allowances. But three people crossed over a moral line that a hundred other senators didn't. Doesn't that call for censure on the part of the institution that they hoodwinked? You can't just sweep things like this under the rug and pretend its business as usual. Wrong is wrong, and without formal censure, the Senate becomes part of the wrong. In dealing with this situation, the government has turned the concept of punishment upside down. No punishment for the housing allowance transgressors. But sweeping new rules to stymie senators involved in legitimate Senate business.

Canada's sleepy and dysfunctional "board of directors/content providers", aka its Senate, thrives without justification and without an audience. Its shareholders, and CEO Stephen Harper, disdain the place and yet it continues. The best course of action is for our Prime Minister to become the political equivalent of a hedge fund manager. His job is to enhance shareholder value and there's no better course of action than to ignore threats of litigation by Quebec, stop the losses to reputation and treasure and shut this national embarrassment down immediately.
