Quebec Finance Minister Carlos Leitao said it's necessary to ensure online gambling companies maintain responsible policies.
The news came as a surprise: Quebec now has a budget surplus. This is good news for a province that writes most of its budget in red ink. While this surplus is cause for celebration, already many commentators have proposed that it be "re-invested." Re-investment, of course, is code for more spending.
"This is a budget of conviction."
"It's not up to the province of Quebec to do that."
Finance, health ministers stay put.
"We're spending less than we're bringing in."
Despite predictions that Canada is headed for recession, Quebec is in a good position to withstand the economic turbulence because of lower oil prices and a dropping dollar, Finance Minister Carlos Leitao said Friday.
