Every province gets to elect 2 Senators plus 1 more for every 500,000 in population or part thereof. These Senate seats last for 10 years. A prospective Senator must not have been a member of any political party for at least 5 years prior to being elected. A prospective Senator must have been a resident of the province he/she represents for at least 5 years prior to being elected. No Senator may join, or campaign for, any political party while in office.”

Make the Senate non-partisan, set up an independent non-partisan who review them and vetted candidates who qualify are given in a list to the PM (candidates agreed to by all parties) and who are suitable for the kind of work the Senate does and the province/region they represent.
