The problem with establishing a Federal Cannabis Tax Fund is that somebody needs to ask for it, now, before the legislation is drafted. Mayors and councils across Canada may be reluctant to raise this publicly while marijuana is still illegal and because there is no formal recognition of municipal governments in our constitution.
You may think that people should be collectively responsible for paying for the waste they cumulatively generate. Or you may feel that, like residents without children who oppose paying for schools, it should be a personal responsibility. Either way, Ontario appears to be behind in having these discussions.
Just like your personal insurance, municipal insurance costs keep escalating, and it's you, the taxpayers, who pay these spiralling premiums. You're getting hit by a double whammy: home and town insurance.
