For 25 years, Aboriginal women on reserves have been without the legal protections that are available to all other Canadians. When a relationship breaks down a husband can ban his spouse from the home, sell the house, and even keep all the money, without consent of the woman. The Government of Canada has introduced Bill S-2, Matrimonial Property Rights Legislation.

Statistics Canada has finally released its 2011 pseudo-long form census data. Of the 29 visible minority MPs, half of them are in the NDP. The Conservative Party is a close second, which is a testament to the inroads the party has made to court the so-called "ethnic vote." The Liberal Party, self-styled "inventors" of multiculturalism, is dead last in diversity as the caucus stands today. As the third-place Liberals renew and rebuild, they might be wise to emulate the nation's demographic self-portait.

With all the attention paid to the Idle No More movement and the off-again on-again talks between some native chiefs and the Prime Minister, one basic fact about boriginal life in Canada has been forgotten: Most aboriginals do not live on reserve and seem to be better for it. In 2006, on-reserve Indians had a median income of $29,014. In contrast, off-reserve Indians had a median income of $37,477. In other words, First Nations people/Indians who live off-reserve have a median income that is almost $8,500 higher than their counterparts on-reserve.

A study made last summer by Nanos Research and the Institute for Research on Public Policy ranks aboriginal issues as the least important concern among Canadians. I was recently delayed at Union Station for four hours due to an Idle No More blockade. An attendant announced in a surly tone that the train had been stopped due to "une manifestation d'Indiens." Contrary to news reports, my fellow passengers weren't "taking it in stride." Many groaned but didn't speak; I wrote down some of the comments others shared about "the lazy Indians."

Another jail opened in Nunavut last week. It is long overdue -- the existing facility in Iqaluit, Baffin Correctional Centre is, as Justice Mahar of the Nunavut Court of Justice recently said, "notoriously over crowded and under resourced." And yet a rather bland factual news story about the opening of the new prison in Rankin was met with a flood of angry comments about over pampered prisoners, club fed hotels and similar complaints.

Chief Theresa Spence of Attawapiskat started a hunger strike this week -- "I am willing to die for my people because the pain is too much and it's time for the government to realize what it's doing to us." The frustration of Aboriginal Peoples is understandable given the complete lack of progress on their issues and the refusal of the government to fulfill its legal obligation to consult with them on matters that may impact their inherent and/or treaty rights. The outrage of First Nations, Inuit and Métis is not only understandable, but justified.

The recent decision by the Assembly of First Nations to reject Ottawa's musings about reforming on-reserve education was an example of a react-first, ask-questions later approach. It was unhelpful, most of all to First Nations kids. Whenever the possibility of mixing more First Nations kids with non-native kids is brought up, some immediately have concerns over possible forced assimilation given past attempts to such an end. But integration (attending class with non-natives) is not assimilation. One can be Jewish in a public school without losing one's heritage and faith.

This week the governments of Nunavut and the Northwest Territories launched a "first of its kind" curriculum, the focus of which is Canada's discredited Indian Residential School System. Beginning this fall, Nunavut and the NWT will dedicate 25 classroom hours to a consideration of Canada's century-long church and state effort to assimilate Inuit, Métis and First Nation children. The point of this education exercise, in my view, is neither to demonize the workers of the church and government, nor to suggest that Canadians toss themselves into a sea of guilt. Both are useless, even counter-productive. Instead, I look forward to Canadians learning this piece of Canadian history in its full human complexity, perhaps pondering the question "is forced assimilation a good thing?"

The unusually forceful language in the recent government report titled "Marginalized" underscores the abject failure of this government's simplistic and outdated "tough on crime" approach, particularly for Canada's Aboriginal population. Aboriginal peoples are 4 per cent of the Canadian population, but 20 per cent of the prison population.
