Opposition house leader Yvonne Jones was responding to comments Wednesday by Natural Resources Minister Jerome Kennedy.
Kennedy says that after a meeting with Kiewit (CUE-wit) officials in New York, it was confirmed that the Marystown shipyard will not be building a second multimillion-dollar module for the Hebron project due to a lack of labour and resources.
Jones calls it a lack of government planning.
She says the parties have had the last few years to plan for the work that needs to be done for the the heavy oil field 350 kilometres southeast of St. John's.
Kennedy says Kiewit officials cited productivity concerns, but added that the company confirmed its commitment to the Marystown shipyard.
