Janvier Doyon-Tremblay, an IT analyst with the Natural Sciences and Engineering Research Council (NSERC), allegedly hacked into the website’s network on April 27.
Police say Doyon-Tremblay was under contract with the RCMP and House of Commons when he gained administrative privileges to the website while working in his House of Commons office.
He moved to NSERC in August, according to his LinkedIn profile.
Doyon-Tremblay is also alleged to have uploaded a malicious program that made the website inaccessible to the public for more than two days.
He is charged with two counts of unauthorized use of computers and one count of mischief in relation to data.
Doyon-Tremblay is scheduled to appear in an Ottawa courtroom Nov. 26.
The analyst has also posted a video on his YouTube account debating similar programs from Apple and Microsoft.
