EDMONTON -- The 2013 Alberta budget will see no increase in overall day-to-day spending, but revenue shortfall means the province will be facing a $2-billion deficit.
The document does keep the promise of no new taxes and, as Premier Alison Redford alluded, there will be billions in spending.

And, even though there will be an increase in healthcare funding, there will be cuts to post-secondary institution.
