Financial terms of the agreement were not immediately available.
The deal includes 120 direct hydrogen systems as well as 100 systems fuelled by methanol.
The fuel cell company said the systems will be delivered to Azure in the third and fourth quarter of this year.
Ballard signed an agreement with Azure, its partner in China, in May to extend the scope of their collaboration to include fuel cell buses.
In March, Azure signed a deal to acquire a 10 per cent stake in Dantherm Power, Ballard's telecom backup power subsidiary, for $2 million.
