A police robotics team was called in to dispose of a package left in the historic Langevin Block just across the street from Parliament Hill as the Conservative government prepared to reconvene Parliament.
Adjoining streets were blocked off and the building, which houses the working offices of the prime minister, was emptied.
Prime Minister Stephen Harper was not in the building at the time, and the disruption did not disturb the delivery of the government's speech from the throne, marking the opening of a new session of Parliament.
The RCMP say Mohamoud Jimale has been charged with one count of uttering threats and one count of mischief.
Jimale was to appear in Ontario Provincial Court today in relation to the charges.
