In a statement, the Ward 27 councillor says she was making a left-hard turn onto Yonge Street from Charles Street East at approximately 1 p.m. on Tuesday.
She describes what happened next in her statement:
"As I completed the turn, I braked to avoid a pedestrian attempting to cross from the west side of the street. Fortunately, I was able to brake fast enough to avoid any collision. The pedestrian, although obviously upset, was not hurt. At my suggestion, we exchanged contact information and went our separate ways."
Wong-Tam says she made a full statement to police and was issued a notice of offence for making an unsafe left-hand turn.
Her statement also says will be seeking legal advice.
